I do agree the draw distance has gotten worse, however, the people who build/create new content are not the same people who would improve the draw distance, plus, "greater draw distance" is a lot easier said than done. There are many reasons to consider why they have nerfed it since launch. (Note, the following are only educated assumptions)
I suspect that some of the reasoning was to reduce load on the a gameserver by reducing the distance a server "popped" in certain objects for player/crews to see, eg: floating barrels, ship wrecks, NPCs, etc. a reduced radius of viability would give back a little bit of performance.
Another consideration is simply the Rare devs giving back a few frames here and there to keep things smooth as a short term fix.
With the latest release of Unreal Engine 4.20, Epic introduced a tool called "PROXY LOD" which significantly reduces the resources required to render objects far away while also maintaining a better look of that object at a distance. Given that Sea of Thieves does run on Unreal 4, I suspect we might see this PROXY LOD tech come into effect later this year. (assuming Rare actively upgrade the Unreal Engine 4 version they work on)

Here is the secret to this process:
Using a VPN like ProtonVPN and get all parties involved to connect to the same VPN server say USA Free 2
Then using a website like check your IP location, try and get everyone at the same location something like Las Vegas since it has a low number of servers
Once everyone is on Las Vegas go into the game, select the ship type, and private not public, then everyone launch at the same time.
Once in the game, put up a reaper flag on each ship, check the map see if you are on the same server - if yes, meet up, make an alliance and go have fun. If no Alt-F4 and restart the game, and restart from ship selection etc... (do not rejoin your previous session)
Shouldn't take long to get a match, 1-3 trys generally

I play on PC and Xbox One X. The load times have always been atrocious on my Xbox. They were really bad on my PC too when I first started playing there, but once I put a solid state drive into the PC, load times sped up significantly. It was so much better!
I have not gotten an external SSD to use with my Xbox, but based on my experience with using one on PC and with what others have said, I don't doubt it would help a lot. And then I use coloured pens (the ones for whiteboards that you can erase with your finger) to mark the places I visit. The other colours are to mark islands with thrones, with the big lanterns you can ignite with flames of the damned, and other things that I found useful.
This way, I can keep track of all of these things each season (just clean the transparent folder and mark again whatever you want) and I also have a map in front of me all of the time, which I find really useful and helps me to memorize it.
I also found a list with all of the places and their coordinates (plus other info) that I sorted alphabetically in an excel sheet and then printed it so that it only occupies a sheet, though I don't use it that much now that I know the map better.

A step by step guide if this helps you:
Step 1) get a frame. I found this one at a thrift store a while ago and I thought it suited the theme. Paint it if you like) 2) cut a piece of paper to a size you like so it fits into the frame. 3) soak the paper in some coffee so it gets a nice brown tint to it and leave it to dry 4) the next thing I did was burn some of the edges off. Be careful to not set your house on fire. Don't make the mistake I almost made and do this outside😂 5) put the sticker (or any other sticker/design you like) on top of the paper 6) i recommend lining out where you want your gamertag and date to be so it looks clean when you go ahead with inking everything 7) google pirate font if that helps you 8) sketch out the letters and date and trace them with a black pen or ink 9) put everything in the frame 10) DONE and celebrate with a grog🍻

I'm not good with creative idea but I feel like, if this thing is a chest it may let out different sounds or color to indicate what type of challenge it's going to give.
Rough example :
>Chest let out Blue some smoke : Cannon challenge you get some kind of duck hunt mini game float around that have to be finished by using cannon.
>Red : Combat, the chest transform into a monster that can use knock back and flame move
>Yellow : Ship management, a set of markers appear on the sea and you have to sail to those markers
>Green : puzzle, chest now have something that look similar to this but with icons instead of number and player have to solve it, the puzzle is arrange a simple story (like pirates > ship > island > found treasure)
And the punishment can be something mildly inconvenient, the whole crew is drunk, poison, puke or something harsh, like taking one of the crew's soul (forced one of the crew to die, wont happen if solo) or break ship's part (1-3 depend on ship size)
I want this to be highly rewarding loot but it can easily mess the crew up too.

Do you have Nvidia Optimus by any chance?
I remember my friend having the same problem with other games, turns out that running anything in fullscreen would automatically switch to his integrated gpu and switch back to his nvidia gpu when alt+tabbed back to desktop.
If not, I would try using process hacker to change SoT.exe priority to High and see if that does something.
That is not a bug. The devs cant help because they cant, and also it is not their fault or their problem. It has nothing to do with the game at all. Thats simply you just having a bad internet connection.

The drive you posted is the best deal I can find right now. Even bare drives (without the USB enclosure) are around that price. I say buy it. You will just need to purchase a USB 3.2 cable because your Xbox does not have USB-C. Something like this will work great.
DS4Windows is what you want. It takes a minute to set up, but works wired and through BT (BT being much less latency when you max the polling rate).

Remember to hide the controller in the settings and the game will only see xinputs. Plus having the touchpad for mouse and RGB LED control makes it the best controller for PC, IMO

So Realtek HD audio drivers include a section for noise suppression which gets rid of the issue for us. It changes the voice veeeery slightly, but nothing that is really worse than hearing someone use a new mic for the first day.
SOLUTION:
There is a big tecnical problem here. (I am not a developer of sea of thieves)
I like to think the game a bit like agar.io . When you log in you enter a server that already exists. Having parts of the map being dependent on who is logged in is a major undertaking. We already have problems with servers only supporting a max number of players that is frankly a very low number. ( I think is like 8 max per server)
As for the fun factor I think your ideia subverts the core game loop of the game. Which is go get loot -> go sell loot. Things happen in the meantime.
I think I understand your need to have more costumizable things in the world. The only thing I could see being done is a system like the current legendary tavern which is shared between all taverns. There you could have rooms customizable for people that are logged in. Since this is already a seperate server like thingy and it does not affect the world it could work. the downside is it wouldnt do anything, it would be purely cosmetic, but it could be a nice way of showing off. "look at that guy he has the trophy of killing the white megalodon!"
It's a little hard to track down what's using your space with the built in windows tool, but I use this super helpful free tool called WinDirStat. When you run it, you tell it to scan your SSD, and after a minute or two it will show you this colorful blocky display at the bottom. Like in this example. Mousing over the biggest blocks of color and watching the status bar at the bottom of the tool help you get a sense of what's taking up the most space. There are going to be some big blocks there that you can't do anything about, like your Windows Folder, the pagefile, and maybe some important programs you have installed. But sometimes you'll find that you have a huge chunk of space being eaten by your "Downloads" folder, or your Recycle Bin, or some other place where a bunch of seemingly small files have collected to hog space. You can also use the list in the upper window of the tool to sort the file-tree by different criteria like file size to quickly identify your biggest space eaters. Delete junk files, clean your Downloads, and definitely empty your recycle bin.
You want Windows on your SSD, and usually the game you're playing the most of, along with any heavy media applications like Photoshop, a Video Editor, or some other media production software. But most of the rest of your programs can operate from a HDD without much impact on performance. Don't bog down your SSD with video files, large caches of images/music, or backups, those are all more suited for the slower drive.

TBH, once the sinking animation starts, you can't spawn until it completes. I've never timed how long it takes, but I know it feels like forever after I sink a ship full of loot and I'm waiting for it all to float to the surface.
But to load faster, buy an external SSD and move the game to that drive.
The Xbox One released in 2013 with hardware from 2009; hardware from 2009 is pretty shitty in 2021. However, that means you don't even have to spend a lot on an external SSD since it is limited to USB 3.0 speeds anyway. Something like this would do wonders for your loading times in SOT.

Just as a heads up since you mentioned external drives, I bought one of these little guys 240GB External SSD for $30, connected it to the Xbox, moved SoT over to the SSD, and its like night and day. Load back from a mermaid is almost instantaneous, coming back from the Ferry of the Damned is under 10 seconds instead of the 3+ minutes it was before. Its been an absolute game changer. The number of times I've managed to recover and keep sailing when in the past I would have died because of load times is huge.

Wow, I just looked up that Xbox branded SSD. It's a really bad deal; I feel like Seagate is counting on console players not realizing how much SSD prices have dropped over the last few months.
Almost $100 for 500 GB is nuts.
For comparison, I paid $80 for a 1 TB Crucial MX500, which is one of the top SATA SSDs.
I'd suggest OP look for SATA SSD deals on /r/BuildaPCSales then buy a SATA to USB adapter for less than $10 on Amazon.
Example of what I'm talking about. Plug one end into the SSD and one end into your Xbox.

I would be if people like OP were in the majority, they aren't.
By far, most people that avoid conflict at least understand that it is a possibility. I think that avoiding conflict is a valid strategy, as is fighting back, offering a portion of your loot as a bribe, or trying to form an alliance.
It's people that seem to think they're entitled to safety that annoy me, I've encountered players many times before that just sit there doing a voyage while you sink them and steal their loot, and then get angry about the lost time (once or twice, I've had salty kids successfully find the IP of the French NordVPN server, and then tell me they know where I live in an attempt to get me to give them their loot back).
In most cases, this game is heavily weighted towards the defensive ship, there are usually outposts in all directions so that a ship can make use of their speed advantage in certain wind angles. I have nothing against people that run away (unless they are reapers because that's just stupid) and while I find sailing loot into the red sea a cheap tactic, it works, and I try not to get too annoyed when this happens.
I am against PvE servers because it will cause the loss of players overall. While a vocal minority of salty PvE-focused players will find this an improvement, the majority of players that prefer a balanced game experience (and even those that are only interested in PvE) will max their levels on PvE servers and then burn out and leave the community. The sheer number of old legends that have left the game already because "this game has no content" are evidence that PvE servers will only make this worse. If some people have already burnt out on grinding in open servers, imagine how many people will complain after they are given a risk-free environment to grind in for a few weeks.

The hardest thing for me is that every button plays 2 different notes (air going in vs. air going out, just like a harmonica), so the first month was a struggle for me finding which notes to play. Personally I hung up a diagram of the notes for in/out and just kept trying simple tunes I heard through youtube, then after a month or so I got a good feel for where the notes were and could start playing my own songs.
EDIT: Mentioned on another post, but I really do recommend getting a book like The Anglo Concertina for Absolute Beginners, it's not the most exciting book in the world but it explains a lot of techniques in an easy to follow way
Going in I already played Piano & Accordion so I already had some music theory, but I found a book called The Anglo Concertina Absolute Beginners which was super helpful for figuring out notes & finger positions. Unfortunately since it's a pretty unpopular instrument it's very hard to find teachers, but if you search around you can find some great tutorials on youtube or various forums!

What I would do is get an external enclosure like this then you can get any ssd up to 4TB, something like this. This way you are future proofing yourself a bit for upgrades.

I’ve had this problem lately, hitting a 900 ping this week every night. I sometimes wonder if it’s my current hotel internet (I travel for work) or if it’s a server side problem. Tried changing servers last night and it actually cleared up a lot, but tonight I’m also going to try using VyprVPN and a beam forming WiFi adapter to see if it helps at all.
