Putting a little more arch into the underside of your brow might help (mock-up here), though I think your facial structure (your brow and jaw) are the most clockable features. I'm not sure there is anything you can do for that other than hormones or facial feminization surgery.
You might be able to cover your forehead/brow with bangs, though. This is a great wig that I have which is really realistic (it's more realistic in person than in the photos here)
I've found dresses are easier than skirts, they're just one thing and more forgiving on not quite feminine hips. I'm a big fan of the shirtdress or oversize flannel look. Try to get tops that are longer and cover your butt and a pair of sweater tights to wear under dresses with boots.
Finding a conditioner is an arcane art that is going to require experimenting with what works, though the stylist can help. Just trust them to make you look good.
I think you can definitely pass with longer hair, maybe even Pre-T though that will be hard, it looks like it suits your face more, either way, you're not wrong about that.

Anyway, get yourself a lace wig. Ideally with human hair, but they can get really pricey. I have a cheap synthetic one I got off of amazon that looks okay if you're tight on money. It's pretty easy to see that it's a wig if you examine it closely/try to run your fingers through it though. In any case it probably wouldn't hurt to try out a cheap wig first to find a style/color that you like and if you're even okay with wigs (I get itchy/sweaty easily in mine, especially now that things are heating up).

So the tape hassle is gone. You use the sticky bra to pull your own flesh together into a cleavage shape. You need breast forms (cheap ones are fine, they're what I use - similar to these https://www.amazon.co.uk/dp/B01G7CPLE4/ref=cm_sw_r_cp_dp_T2_poDGzb5QW39WV) You need to get a size that's 1-2 cup sizes lower than your normal (target) bra size. You also need a push-up bra of your target size (padded or not is your choice). And you also need something with a neck line to show off your weapons of mass distraction LOL.
So, follow me carefully, here we go;
-Scoop your boy boobs together with the drawstring sticky bra.
You will need a few tries at where best to place them for your body and total bra size.
-Put on your push up bra.
-Pop your forms in the bra.
-Get your top/dress on.
-now the only real fiddly bit, you have to have to have the bra just tight enough so the forms kinda press up to you rather than just resting there.
You need to re-gather all your own flesh forwards at this point.
A little contouring your new boob shapes doesn't hurt either but don't go mad with it.
Now, you get your top/dress neck line to rest so that your forms/bras are not seen, but your new boobs are. I rest mine with about an inch and a half or 2 inches overlap for safety.

Yep. I know that feeling. I think it's something we all have TBH. I think in some perverse way knowing you don't pass at all might be easier in this respect, but I really wouldn't know. Besides, 22 isn't that late. I didn't start until 39. Objectively no one ever clocks me, but those thoughts still come up not infrequently.
What I've found helpful is to realise that yes, these thoughts are going to come up and you just have to kinda accept that. Acknowledge the thought, and move on. Fighting it doesn't actually help much. I found this book really helpful in that regard.
How do you get over your nerves about meeting people? You don't! You feel the fear and just do what you need to do. Fear can only hurt you if you let it. If you again acknowledge and get on with it then you'll find the fear gets better with time. If you avoid stuff because of fear, it just gets more scary.

Finding NYX Undereye cover works wonders for beard shadow. And yes that shirt isn't the best. Nor does the color of lipstick fit your skin color. I recommend bright pinks on your skin tone, bright/deep reds are to much contrast on your very pale/pink skin.
I'm pre-HRT and am going out as much as possible as Ashley. Do you have friends you can go out with as yourself? I've been starting to make new ones from going to events on meetup.com, I think having friends you can go out with as yourself is one of the most important things, not just for helping you as you transition, but as a human being you should have at least a small group of friends you can go do things as yourself. I currently did not have any friends and so decided why start out making new friends not as myself and so all meetups with new people I'm dressed as Ashley and they only know me by Ashley. Sure my voice doesn't pass, I have thinning hair on my crown and even hiding my beard shadow and shaving close gives me little bumps that give that rough skin appearance. Some new people I get gendered he, but I make it pretty obvious with my makeup and small silicone breast enhancers (those sticky silicone bras for strapless dresses) that I'm portraying best as I can being female. Many have automatically gendered me she and I'm getting the confidence now that I will be correcting these new friends to gender me she.
So go out and be social if you don't have current friends you can tell them your trans, then go find new ones. As humans we are social beings, going it alone is much harder then going with it as yourself with friends.

This product works to stretch the time between wash days, which helps keep your hair from drying out. Some people skip shampoo completely and only use this, but I just use it between washes.

Now I can see where the cut was. My question was just out of interest as I understand FT cut across the top of the scalp as a matter of course. As an aside, my scalp was really tight after ffs and because I already had a scalp-tension relieving device, have been using it regularly ever since op. Of course, it's nigh impossible to say what run-on effect such a thing has, though I have definitely been able to get my scalp less tight again. Go smaller than you think you need. Breast forms are additive. Even if your pectoral muscles are small, breast forms sit on top of them, and what's advertised as a C-cup might not account for that. If you're happy with padded inserts for a bra, you can also buy multiple thinner ones and then use more than one if you feel a need to.
I also recommend some padding for your hips and thighs. You won't need it for every outfit, but for something like skinny jeans having this underneath will help with shape.

You look young and have a not-too masculine face. Overall round shape, small chin, no prominent brow ridge from that angle. From the beard shadow on the upper lip but not on the rest, it looks like you won't have too bad a time with facial hair. The nose reminds me of Jadwiga from Civ VI.
Getting it shaped rather than cut-cut will help a lot. You won't lose much if any length -- it generally means just adding layers and shape and trimming any scraggly areas. You may feel less impatient if you like how it looks now while it grows rather than how it will look in a year once it's long.
You want something that will grow out well, otherwise I'd suggest a wedge cut. I love Megan Draper's hair on Mad Men and think it would work well for you: Image 1 Image 2 You will need to style it a little each morning however -- your hairstylist will be able to tell you what to do. Do you know how to backcomb hair? That will give you some volume which will be feminizing.

Usually a lighter middle color and darker sides, or a skirt bottom. For your weight and age I think you are doing fine in terms of body shape. Don't worry too much. :)
These shirts really add to a boxy frame, even the curviest lady looks flat in a polo. If you insist on wearing t-shirts, that’s totally fine and doable but try more feminine styles.
Look for lower necklines like v-necks or boat necks. I’d skip collared shirts altogether and definitely don’t tuck it in. Consider feminine features like flowy fabrics or a tie front.
If you’re looking for something more offbeat to suit your style, that’s totally possible while still finding things with a very feminine twist that helps push you over the edge towards passing.

Tip for estradiol patches! you look like you’re set, but for the other girls and others on hrt who use estrogen patches, here’s how you prevent horrible itchy skin:
Wash your hands and dry well.
CLEAN THE AREA first with isopropyl alcohol or some other antibacterial agent. The place that works best for me is my abdomen, sort of like you have here. I have two patches though, so I stack one on top of the other.
Wait for that to dry.
Carefully place the patch(es) on your belly like you would a screen protector.
Now, place Tegaderm or another generic plastic film wound dressing this is what i use. It’s a little pricey, but it’s much cheaper than real Tegaderm. .
After you take an old patch off, clean the area with soap and water and put Aquaphor or another ointment on top. Spread it thin.

You're pretty and close. Style is a nice edgy look with feminine hair, I think you just need a few soft touches to the look.
Neaten and shape your eyebrows, that is key. Maybe pair of dangling earrings, you have a beautiful neckline! Perhaps a soft scoop neck sweater instead of spaghetti straps?

Depends! Since your foundation sits kind of heavy and dry, I'd say go with a water-based primer to try and get a bit of hydration. On the cheap side, tons of girls over at /r/makeupaddiction really dig Nivea for Men After-Shave Balm. It happens to work really well as a primer, if you don't mind smelling like dude for a little while. Pricier options include Smashbox Photo Finish Hydrating Primer. Those are usually my go-tos when my skin is dry, otherwise I use Benefit Porefessional.
On a related note, are you using a moisturizer before applying foundation? You absolutely should be if you're not already. Just give it 5-10m to sink in before starting makeup. Skincare in general (see: /r/skincareaddiction) can go a long way towards making your makeup look great.
Last tip would be to try blending your foundation out with a slightly damp sponge (Beauty Blender, RT Sponge, etc) instead of a brush. Can help give your foundation a more 'dewy' look.
