Strange that the Gear Manager on the Play Store says not supported, since its only requirement is a device sporting an Android version of 4.3 (Jelly Bean) and higher. Which Android version are you running on that S4?
Also, you're using the Samsung Gear app, not the Gear 360 app? If you downloaded it from APKMirror, did you download the app called Gear S Plugin? That's the name of the Gear app once it's installed.
You can get Samsung Wearable app here if your phone is compatible. I'm not sure about it being intentional or not but they should definitely connect in Galaxy Wearable

Do you have the Gear app on your phone? If not, definitely grab it. Allows you to install watch faces, apps, etc. and also lets you change all the settings from your phone, which will sync to your Gear S2.

The best part of Samsung devices is the hardware. They are really good with hardware. I recommend their phones, tablets and notebooks. Because these run software made by other companies. I don't recommend their televisions and watches, because those run software made by Samsung.
The worst part of Samsung devices is software. They simply don't have the expertise to write decent software.
The worst part of a Samsung phone is Shealth, S-Voice, S-CrapBook and the like, but you can disable those and the Google stuff is pretty usable even on a Galaxy phone. Go read the reviews on Samsung apps in the Play Store.
Have you ever used a Samsung Laptop? It's okay until you click on the Samsung Control Center, and you wait 30 seconds for this pile of garbage to load. It's supposed to be a simple app with like 10-12 toggles. Only you have to wait every time you switch a toggle. They managed to make the app 100MB (997 files, but for what???) But you can use the Laptop, because the rest of the apps are made by Microsoft and other companies, and you can get around without the Samsung Control Center.
Now, imagine a device, which only has Samsung software on it. That's the Samsung Gear line...

There you'll see that there are dozens of reviews coming in today from people unable to get the app to work. Seems like either Samsung laid a rotten egg with the latest update, or their update server is collapsing under the load.

The GW4 does not use the Wear OS app. You must use Samsung's Galaxy Wearable app instead.

There's an app called Galaxy Wearable. With this app you can use the any Samsung Watch or Buds with the full potential. I believe you can install the Wearable app on any Android device.

I just bought a used s2 for $30. It should work with any android phone that you can install the Galaxy Wearable app on. You get notifications and fitness tracking, other functionality depends on the limited apps available. Id say its worth $20.

It's the interface between the Samsung Watch and Android whether you use a Samsung phone or another. My co-worker has used a Samsung watch with his Pixel 2 for the last year and no issues. He gets text messages just fine. He also uses it for Okta and Symantec 2FA auth. He has no issues.
If you don't already have it installed, then you need the Samsung Wearable app updated to the latest version in order to have that feature.
It's android so I would assume that it's fine. Is Galaxy Wearable app available for it in the play store? If so, then it should be fine as nearly everything is done via the apps that the wearable installs on your phone.

Pair your watch to your phone and make sure it shows up in the app.
When the previous installation is complete, Go to this link and download the APK, it will probably complain about it not being a trusted source or something, but give you the option to install it anyways. Let it install.
Once the installation is complete, open up the app and you should be able to add cards

Not able to install Galaxy Wearable app from play store now(After android Pie update) and it is frustrating.
From what I've read... you basically download the one samsung app Watch Manager and that is all you need... the watch runs on Tizen so the apps need to come from Samsung's store. Outside of that everything records to SHealth and the watch. If you meant something else then I hope somebody else answers it for both of us.

I don't know if it's a smart move to buy anything Huawei at the moment as they are currently not allowed to work with US companies (like Google). Once the "ban" is lifted, I would consider them again as they do make great devices but right now their future is questionable.
You probably won't be needing the Fitbit Premium subscription if you don't want or need the guided fitness programs.
I see that the Sense has some more advanced sensors (EDA, ECG and a skin temperature sensor) that's probably not worth the extra $100. If you think you want these new sensors, I would suggest looking up a few review of the Sense that details the sensors.
A reason to consider the Fitbit is that the battery lasts for 6 days (or more on the Versa 3) which makes it a better travel companion as you won't need to charge it every 1 or 2 days.
As for the Fossil, the only benefit I can think vs the Samsung of is that it uses Google's echo system like I mentioned earlier (Google Fit, Notes, Maps, Translate etc).
It might be worth waiting for the next generation watch that uses the Snapdragon 4100 processor as I have heard that Wear OS watches with the older processors tend to be laggy.
Out of all those watches, I do believe that you would be the most satisfied with the Samsung Galaxy Watch 3. It offers the most features and performance and while it may not be the most accurate fitness tracker of those listed, it seems to do a pretty decent job from the reviews.
Just keep in mind that you will need to download the Galaxy Wearable app as well as the Samsung Health app to utilize the features of the Galaxy Watch 3 and I believe you need to create a Samsung account as well.
The Fitbit only requires the Fitbit app and an account and the Fossil requires the Wear OS app and uses the Google account you have on your phone.
