I am by no means a pro, but PicsArt on my Android phone has everything that a photo editing app on a phone could really have. Link for the download for Android phones. And I also think it exists for iOS devices as well.

PicsArt gives you the ability to resize an image and it let's you type in the resolution you want instead of choosing form a drop down list. It also has a decent set of editing tools, although the resizing function is what I use it for the most. Also it will let you export to jpeg or png format.
Are you just trying to make a custom background? Try out Picsart, its a REALLY nice Freemium app, it will bombard you with ads until you get to making a photo, once you're editing it leaves you alone. It has an amazing set of features and I use it all the time.
If your phone has an AMOLED screen, make sure that if you use black, use True Black (color code #000000) to make it pop. If you use black as the background, it will actually save some battery, since true black on AMOLED screens actually turns the pixels off.

Do you mean something like a picture editing app? For me I use PicsArt to do stuff like these, layering, cutting and pasting pictures etc., though I honestly find it tedious to do so on mobile. It's free, and only requires premium on some extra features like some special effects or stickers. Do give it a try!

The most comprehensive photo editing app I have used is Picsart. ALmost every kind of effect imaginable is in here. I still haven't learned of all of it's capabilites and I have been using it for a while.

Hey there my guy! Here's a quick example of what I've made just so I can prove I somewhat know what I'm talking about lmao
Personally I use Picsart to create the collages/general formatting. I also use it because it has a very large gallery of user made stickers so you can find literally anything and everything!
Next I use Photopea to apply PSDs I've found on deviantart. PSDs in this context are filters made typically in Photoshop that really help bring everything together! You can see four different PSDs being used in my example and the different way they alter the image. My personal favourite creators are bbyhyuck and shalzpie on deviantart.
For filters you can also use Polarr. If you go on Instagram you can find QR codes to download filters (and if you go to @ollie.codes then you'll find mine 😌). These also help bring the images together to have one cohesive theme and make your edits generally much more pleasing to look at.
To add text my favourite app is Phonto. It comes with some great predownloaded fonts but if you go to any font website like Dafont you can find and download a whole bunch more!
To find photos I recommend apps such a Pinterest, Tumblr, WeHeartIt, etcetc. That's all up to personal taste and you can use a combination of them all. Anyways, if you have any questions you can dm me! I'll help out the best I can :>

I use picsart and a background eraser for my memes
There are some apps I can recommend, i use them sometimes:
1st app: Picarts its free for editing on mobile, annoying ads but you can remove its permission to the internet so ads won't load, i would say its really beginner friendly
2nd app: Background Eraser it removes the background of an image and you can create assets with no background (PNG), so you can use them in picsart
3rd app: Remove Unwanted Object as it says, it tries to remove with a decent AI, something you have to go back and try again, but it really does a good job
if you don't like ads(just like me) just remove the internet permissions of those apps and ads most likely won't load

Not really. All you'll have to do os crop out the watermark. There's multiple apps that can help. Such as: the cropping tool in the galerry of your phone, picsart and photoshop express. For finding the source once you cropped out the watermark you can use saucaneo or even mention u/2dgt3D.

Use the app Picsart Select the photo you want and tap "edit" it then click "add photo" and edit the opacity.
