I've been getting these too. I use Sync.Me. When someone calls, it opens a popup that also shows if other people reported it as spam. You have an option to block the number from the popup. Every time the number calls again, it'll auto block it. There's probably other apps that do this, I just like sync.me because it auto updates your contact pictures with social media accounts.
Try Sync.ME. I use it on my 6p and you can sync almost all of your social media accounts to your contacts, including pictures. It also has a caller ID feature, but I find it annoying. Fortunately you can just disable it and only use the app for the contact sync features only.
I use the app called Sync.Me to get all my contacts' photos from Facebook / Instagram / Google+ or Twitter. It's quite handy tbh.
EDIT: disable the Caller ID in the settings though, that's pretty annoying
I use Sync.Me it allows my to sync all my contact photos with the social media account of my choice, while also being a great Caller ID app so that i can see what numbers have been reported as spam, and allow me to report my own spam numbers and block them.

I've had success with Sync Me syncing from Facebook profiles weekly (or however often you want). It originally didn't have caller ID, and I find the caller ID annoying, so I turn it off, as well as disable the notifications it sends. Don't use it if you're concerned about privacy, though, as I'm pretty sure it adds you and your contact photo to its caller ID system.
Setting up my new Pixel last week, I used Sync.Me to update my phone's contact photos. Essentially, it reads the names of your existing contacts, compares them to your facebook friends, and matches up profile pictures. Is this what you're looking for?

You could use the Sync.ME app. It gives you caller ID, allows you to sync your contacts with your social media accounts to keep info updated, and allows you to block calls and texts from numbers that you specify.
Sync.Me app does that. It doesn't exactly satisfy your need. But it reminds every morning of the birthdays on that day. It extracts data from Facebook. But I'm not sure it helps to add them in your contacts.

I've been using Sync.ME for a couple years. Works very well. Just disable the caller id feature(unless you want it)

I had the same troubles with syncing Facebook contacts when I first got the phone in November. Ever since, I've used Sync.Me, and it's worked out great for me.
Other than that, the phone's worked out very well.
What if you remove the contact and restore it?
Or use one of the apps that sync photos into the address book, such as SyncMe, or if you have a rooted device, Contacts Sync ?

If on Facebook app, then it's by Facebook... Check the settings of the app or something. You could just visit the website instead if you insist...
If it's about the contacts of the device (address book), there are some apps to sync them nicely with them, such as SyncMe. If you have a rooted device, you can also get the photos from WhatsApp, using this app.

For some reason I can't reach your link. On which apps have you seen it? I think it's very rare.
Anyway, I think apps that have a splash screen as an Activity/Fragment will have this issue. That's why it's so rare.
And sadly Android can't fix it in any way, unless perhaps it would auto-add splash screen only when targeting API 31 (which means the developer was ready for this change).
What's still is an issue though is that in some apps, the splash screen that Android generated appears twice. Example is this app:

I've been using this app to block suspicious calls and you can set it to automatically block suspicious numbers.
Try to delete the photo, cause the contacts to sync with Google account, and upload it again.

I remember a very long time ago that I had such an app, because I wanted to try out contact-syncing apps (such as SyncMe and Contacts Sync), to see how well they work.
I even remember that since it was a bit slow (took a few seconds), I made something myself.Can't find those anymore. No idea why I can't find on the Play Store, and will take a huge time to browse over the previously installed apps list on the Play Store.
So as a workaround, maybe try to export the contacts to a file, then delete them all, and then restore using this file?The reason: Exporting to a file usually don't include the photos of the contacts.
If this doesn't help, try SyncMe and do the same steps there. I remember it doesn't save the photos (because it already has a syncing feature).

Just tried it but it's not working for me. I'd rather solve the issue with Samsung's calendar as it's the one used by Launcher 10 and the widget perfectly fits my layout.

The lock button is quite difficult to reach with my thumb, that why I'd like the double-tap to sleep on the soft touch buttons. Does the AOD use much battery? It's the first thing I disabled.

I'm already using IFFT actually, but I don't see an option to deal with mobile data. It seems like that root is needed to turn mobile data off. Does Tasker have a Play Store demo? I'd like to avoid manually installing APKs.

The contact sync feature from Facebook was torn out awhile back for some unknown reason. I too miss that deep integration that WP had.
Best I've found has been Sync.Me. Link up your Facebook and Twitter profiles, and let 'er buck. Pretty stable and great app I've found.

SnycMe has a "Spam" list in which you can add numbers you wish to block. In addition you can sync all your contacts with the web and it will automatically uses their social network profile picture against the contact. The same as Android used to do with facebook. TBH it's pretty freaky sometimes in that I was talking to someone I had never met in the pub, took their number and when I added it, it automatically populated their name and photo.

Try using Sync.Me. Great app and work with all social media so you can choose which picture you want to use for your contact. It also has an annoying caller ID feature, but you can just disable it and use it for photo sync only.

Sync.me is pretty good for that. It also syncs up peoples Facebook pictures and details to their contact number which is handy. I think they do it for twitter and instagram now too.

sync.me definitely works without root. I've been using it for years and have never rooted any of my devices.

The only downside is that it comes (at least used tol) with a bit of bloat.

Not that currently this app requires to stay being installed as long as you wish the contacts to be synced, because it only adds the information (and make it the primary one), and not replaces what you have. This has advantages (in case of bugs, won't mess with your contacts and you can remove the app) and disadvantages (changes won't affect Google account so you can't see them on PC, for example). The app has plenty of contacts/phone related features though.
