Why not Hangouts? It has an Android client, an iPhone client, a web client, a Chrome client, and it's available in Gmail. What did you win by using Allo?
Receiving texts sent to your Google Voice number, yes, requires data on the phone. Although us GV users have been able to text from any computer for years using https://hangouts.google.com/ (or gmail.com to initiate an SMS, for some strange reason...)

I've used Hangouts since day 1. It's my default SMS app, even more so since I'm on Fi (which means I can reply to all SMS and hangouts messages on https://hangouts.google.com)
Hangouts isn't perfect, sure, but it's pretty damn good in my opinion.

Receive SMS and voicemail in Hangouts.
You can then sign into Hangouts with that account on any device (phone, tablet, PC) that supports hangouts and receive calls / SMS. Keep in mind that the contacts may not be synced, so the "from" may appear as the phone number.
My Wife's account is currently setup for Messenger because we reset her phone, but yes you can use 2 accounts with Hangouts on desktop, I cannot screenshot how to do it with the Chrome extension right now, but can snag them for you tomorrow.
However if you go to https://hangouts.google.com you can switch between accounts by clicking the profile picture in the top right. This will let you cycle between the different accounts you have logged into your system.
Sending SMS messages from the hangouts website is a lot more finicky than using the chrome extension if the person you are messaging has not sent you a message before, or if you have not sent them a message from your phone before (Still do-able, but definitely finicky).
The extension is much more manageable.
Google Hangouts. Has iOS/Android/in-browser apps, and the ability to text/voice call/video call all on the same platform. If you have a Google/Gmail/Youtube account, you already have an Hangouts account. Cannot recommend it enough.
I've never had a security issue with Hangouts, unless you have an issue with our benevolent Google overlords. :)

This is the number I used when porting out of Straight Talk(same parent company as Net10) and I remember there being a Net10 option I think. It was the only number I called that worked for porting out.
Not to the same degree though. This is the kind of comparison that ignores the differences in nature and scale of the collection.
For example, Google's approach to photos is by storing everything at Google Photos and do machine learning on the cloud, which is powerful but does mean Google knows everything about you. Apple's approach is more on-device learning.
On messaging front, iMessage is end-to-end encrypted while Google's offerings (Allo and Hangouts) by default store all the messages unencrypted so they could be processed. Hell, if you go to https://hangouts.google.com/ all the URL links your friends send you automatically becomes a Google forward link so Google literally knows which links you clicked on.
There could be good reason behind Google's collections (machine learning and big data) and they tend to be good at safe guarding data, but they absolutely collect much more data than Apple does.
Friendly reminder: Charge all devices before the storm hits. If you lose cell phone reception or your battery is low and you don't want to waste it, you can create a Google account to make calls for free via Google hangouts to let people know you're safe (use your phone for internet sharing if you lose your internet connection).
I saw the notification for that, but I thought it was just going to split away my hangouts from SMS, which I don't want. I text very few people and I want it in the same place that my hangouts, which are 98% of my messages, are. Messenger says nothing about Hangouts, just SMS and MMS... does it do hangouts as well?

I was getting ready implement it for you to show off a new serverless backend and automation platform I've created (http://pipegears.com), but then I came up with a much easier way for you to solve the problem directly within Slack and Google Hangouts...
First, go to https://hangouts.google.com/ and create an initial video call. This creates a non expiring link that you can save and reuse for every future meeting. Click on "Copy Link to Share".
Then, set up a reminder directly within Slack like this: /remind #channel to join call at <your copied hangout link> every weekday at 10am
The first person to click on the link will cause the meeting to launch. Everyone else will be able to join in afterwards. If you want two meetings per day, just set a second reminder in slack with a different time.
You have been able to use Android Messages for quite some time. You simply need to make Android Messages the default app AND go to https://hangouts.google.com/ and un-check the "Receive SMS and voicemail in Hangouts" option.
Alright, I stopped home for lunch and switched my Wife's phone back to Hangouts. So as u/snshn98 and u/blackskyy noted. You will need to setup a second Chrome profile. In this profile, you will log into your second account.
Profile 1 will have one gmail account, and the Hangouts extension will send from, and receive to that specific account.
Profile 2 will have your other gmail account, and the Hangouts extension will send from, and receive to that specific account.
If you use the independent profiles with hangouts extensions, you will be able to SMS freely by typing a number and clicking Send SMS through the "New Conversation" option.
Now, If you want to only use 1 Browser window, you can do it the way u/tthatfreak said. Go to Https://hangouts.google.com . Then click on the phone icon, type the number, and click Send SMS.
If you use the website, all you need to do is click the profile picture in the top right corner to change accounts. If you use the Chrome Profiles, you will need to have 2 Browser windows open, one for each profile you want to message with.
Go the Hangouts website, press the hamburger menu icon in the upper left corner, select settings, and the checkbox for receiving texts through Hangouts should be the last item.

There's an incredible amount of knowledge and information in our wiki and even more from the old dudes on the Hangout. What I did when I just started was really listen to the guys talk on the hangout and see what their opinions were, and asked questions. Stupid questions, great questions, and really really stupid questions were all well taken and answered, so don't fret there's plenty to learn and plenty to teach!
Google hangouts uses https for the web based change (https://hangouts.google.com). You could create an account with false user data to avoid any problems.
You can use it in groups.
You can do voice and video.
I'm unsure if there are iOS or windows apps for this, but it's native to android.
Just popping in here to point out to /u/Onyon398 that BerniePB only creates a competition out of phone banking. To actually phone bank internationally, you can follow these steps (except note that the Hangouts URL is actually https://hangouts.google.com, and that I think you need a Google Voice number to actually make calls on Hangouts).
I wouldn't suggest play by post. They burn out too easily too quickly.
https://roll20.net/ is for virtual tabletopping, has a lot of built in material for getting games going. You'll need a separate program for communication like skype or something.
I've heard of people using https://hangouts.google.com/ for it but I've heard it's buggy and you have to download some extra stuff to get a rolling function.
Remember it's just a change to a newer chat service/tech and past messages/history are migrated so if you sent "Hello" as an instant message from GTalk to your friend sometime in 2005 that will still be there today..

Old school hangouts becomes available via https://hangouts.google.com and in Gmail (if you have that enabled for students). I found this out yesterday.
In user settings, though, adding the URL above to the blacklist solved that problem real quick.

There are a ton of other duplicate threads on their support forums. It is now fixed for me, but I got around it by using hangouts.google.com for messaging.
You should be able to use WiFi calling with the Phone app on a Project Fi-supported phone. The best way to confirm it works is to enable airplane mode, then re-enable WiFi. If that doesn't work, confirm again in safe mode (which it sounds like you did).
That it doesn't work with Hangouts Dialer just adds to the mystery, and gives the impression that there is something else at play (in my opinion). Hangouts (via Hangouts Dialer) is not part of the Phone app, and uses data (cellular or WiFi) to connect directly to Google's servers.
The only other thing I can think of is that the WiFi connection has proxy or firewall settings in place that restrict access to Google's servers in the US.
If you have a PC or laptop, go to hangouts.google.com with your Google account and try to make a call there. It should even use your caller ID for the call out.
From that same WiFi connection, are you able to access other Google services (GMail, Play Store, etc)?
If you are using Messages, you might want to go to https://hangouts.google.com/ and click on settings and then make sure that "Project Fi - receive voicemail and SMS in hangouts" isn't checked.

In some cases Hangouts+Voice SMS integration is superior to iMessage. You can sign in on any device to send and receive all your synced messages. Read/unread/notifications also sync on devices. Phone calls also work on all devices, outgoing being compatible with all phone numbers.
But in some ways it is not superior, not integrated fully into some devices.

Selber nie genutzt, aber viel auf Youtube gesehen. Funktioniert wie Videoanrufe kannst aber auch anstelle eines Webcambildes deinen Desktop anzeigen lassen und dort dann halt Bilder aufrufen und in z.B. Paint bemalen wie du willst.
Ist kostenlos, ihr braucht halt nur jeder nen google account und könnt dann eigentlich direkt über https://hangouts.google.com/ loslegen.
Gibt da auch ein sehr nützliches Plug-in namens Dicestream oderso das ein digitales Sortiment an Würfeln in gängigen PnP Formen (d4, 6, 8, 10, 12 und 20) hinzufügt.

As simple as it sounds, try to find a business from the SO location that has delivery service.
Buying some flowers over the web (or by calling the business through Skype or Google Hangouts, whatever works for you and is cheaper) and having them delivered to your SO home or work is relatively cheap and less troublesome than sending a package across states or maybe countries.
Also, if you plan sending packages to Brazil, be careful. Since last year, most international packages are being taxed, which not only increases the delay, but the taxes sum up to +100% of the package value. Australians can phonebank too. It's a pretty easy process which doesn't require convincing people if you don't want to. The point of phonebanking is to identify the voter's existing preferences, any potential volunteers, and whether their info is up-to-date. The canvassers will take over from there and try to convince them.
If you don't want to pay long distance, then do your calling using a gmail account through Google Hangout.
I installed the hangouts extension in chrome and then adjusted the settings to allow it to run without chrome being open. Texts are received on both of my computers and my phone at the exact same time. I thought they were getting rid of texting from gmail, anyway. If you cannot download extensions then I recommend keeping the actual hangouts page open, which should work better
Neither the Hangouts plugin or add-on are needed in Chrome OS, they just adds extra interaction methods. You can browse to https://hangouts.google.com/, and use Hangouts without installing anything.
You can't remove it; it's part of the application itself and is needed to start a new Hangout with someone. If you need a new desktop interface, you can use hangouts.google.com.
google voice essentially gives you a new phone number that you can have forward calls/text to whatever number(s) you're currently using. it's now almost entirely integrated with hangouts so all your calls/texts are stored in the same place, whether that's the hangouts app on your phone or https://hangouts.google.com (or gmail, or via a chrome extension).
i don't actually know much about the setup now as i started using it before g+ or hangouts existed, but try going to https://voice.google.com and seeing what they tell you about it.
i'm pretty sure you actually still need the google voice app installed to make calls from the regular phone app, but you can always place/receive calls via the hangouts app over wi-fi or lte.
I don't know how are the hangouts implemented in chrome, but wouldn't the web environment be enough for you?

In case anybody else encounters this, placing the Comcast modem-router in Bridge Mode repaired the issue.
Now, why www.youtube.com, hangouts.google.com, and messages.android.com were specifically affected by this issue, I haven't any clue. But the issue appears to be solved.
I've been having the same issue with just chat.google.com. It seems to be tied to the time of day for some reason. In the mornings I have to use hangouts.google.com and in the afternoon chat.google.com starts working again. The console is full of warnings about expired GMAIL_IMP cookies. I have ublock origin disabled for google services and I turned off the Enhanced Tracking Protection to see if it changed anything but found no success.
I guess it depends where you are in the rollout. I could use hangouts app in GMail until yesterday to make calls. Heading to hangouts.google.com doesn't have an option to place a call neither
Obviously this will go away soon or immediately, but hangouts.google.com still allows calls from PC via Fi.
I assume google voice will be the solution going forward. I'd personally prefer if they'd move the calling function from hangouts.google.com to fi.google.com and leave it alone.

In Google Admin, you can enable and disable Core Google Services such as Gmail, Drive, and Hangouts.
If I may ask, why do you guys use hangouts? Does Google Meet work for you guys instead? What about your LMS? We disabled Chat and hangouts almost two years ago, mostly due to schools complaining about students abusing the service to bully or other negative things.
The only solution here is to turn off Google Chat and Classic Hangouts in Google Admin. They are combined so both are on or off. That will remove the chat from GMail and not let users access chat.google.com or hangouts.google.com. If you try to block Hangouts, it will block chat. If you block chat, you will block hangouts.
So I got a real good setup going on currently; all my sms goes through hangouts, phone calls can be answered from my laptop with hangouts, and most of my friends that I text use hangouts. I can call or text people from any machine anywhere in the world by going to hangouts.google.com and logging in. Since they're forcing hangouts to go away, what are my options? I suppose I could sell everything I own and buy a Macbook/iPhone, but even then I can't make calls or imessage people from say, a university-owned desktop.
Here is another option I found for you...
Go to hangouts.google.com from your computer. On the left side you'll see 3 dots, click that. At the bottom of the list you'll see under Google Fi "receive SMS and Voicemail in Hangouts"

Reasons to use Google Hangouts: it's free, it's easy to create a new anonymous Google account in order to join the group, everybody has Hangouts on their phone, and mainly one can mute notifications on Hangouts.

Hi, I have a HP Chromebook 11 G6 EE and I can’t use the hangouts extension. When I add the extension and open it, it will tell me to sign in by pressing the sign in button. At the bottom of the settings is Google Fi with a checkbox for Receiving sms and voicemail in hangouts.
We had this happen once and just used the same BOL. Best advice though is to contact support for the company picking up. If it is Amazon freight, call 877-485-5488 (option 5 for LTL, have ARN ready) but be prepared to be on hold for about an hour or more before you talk to anyone.
Althought we don't know exactly what functions are being executed, it looks like these setTimeouts are being called from the following sites:

When these blue boxes are vertically alligned, that means they're being called at the same time.
If the box is larger vertically, that means it took more time for that function to execute.
If you mouse over each blue boxes, you'll see some details under the name section:
delta: how long it took to proccess the script. This may increase for proccesses that are in other tabs, so that the current tab can run smoother.
original target time: how often that setTimeout is set to execute.

I ran into this issue to but I think I understood the reasoning behind it.
It sounds like you have a lot of groups created that you use constantly and probably have renamed. My thought is that Google wants to separate those style chats, with quick groups that people create for one off issues or tasks.
Under the new chat you can create a group, but you can't rename it. It will have the members names which can get confusing very fast. You also can't have a group with external members (if you want an external member to be in a group, you would have to create them a cloud identity free account or pay for a g suite account on your domain). IMO this, is best for a quick 'what's for lunch' type of group that will be used once and done.
For the style of groups I think you are using, I think it is best to turn them into new 'Rooms' with threaded conversations. You can also chat with external users in rooms, but be sure to set that when creating one as you can't add it in later. Threaded conversations and being able to mute single threads, as well as bots greatly extend the capabilities of chat.
If you decide to do this, your group chat history will still be available from hangouts.google.com while you migrate to the new rooms.

There's a URL blacklist in Google Admin. Add hangouts.google.com to that list for whatever OUs students are in. That should prevent them from accessing it when logged in with their student accounts.
Like others have mentioned in this thread, the best bet is to block hangouts.google.com to prevent students from using the service. It's not a silver bullet, as they can still use a personal computer, or an Android device to get around that.
Do not even consider toggling this feature on and off manually just to appease your administration. They need to understand the limits of the system, and they need to live with those limits.
OK, I see the confusion. "Google Hangouts Meet" was not the same thing as "Google Hangouts". It was an enterprise offering with a shared brand. Google Hangouts still exists under the "Hangouts" name. So they've basically renamed "Hangouts Meet" to distance it from "Hangouts", probably because a) the previous name was clearly confusing, and b) "Hangouts" isn't the best word to use when targeting corporate customers.
After you click the link, https://hangouts.google.com/call/qOZm3QlaVUFLQCW18UEcAGEE, it should say in the top center of the screen that I'm there and that you can click to join. Did it say anything, or did it say that no one was there?
FWIW, I don't use a browser to access my Gmail; I prefer a real email client. I do however access Hangouts on my PC using browser: https://hangouts.google.com/
I find this to be a much cleaner way than the cobbled integration with the Gmail Web client (reminds me of using iTunes!).

You can't turn it off was my point. You can turn off Hangouts Chat (chat.google.com), which is a different service.
And even though hangouts.google.com might be blocked there are other ways for the kids to use it. In the gmail interface for example.

Be careful blocking hangouts.google.com. I believe that might break some functionality within Meet. From my understanding you will have to allow https://hangouts.google.com/hangouts/_/meet for Meet to function properly.
Yeah, the FAQ is totally bunk. The "players guide" link is far more informative, but not to answer the "what is play by post" question. Honestly, I think you'd learn more by simply chatting with the community itself. Here's a link to our community chat. I hope you find the discussion informative.
I forgot that was a thing in Gmail, as I always disable it in mine.
But yes it blocks it. I checked this morning on a few devices and Gmail loads the chat using requests to hangouts.google.com, which then fails and displays an error where the chat would normally be.

Yup, it's enabled.
I can visit hangouts.google.com and calling works (with shields enabled or disabled). The extension won't dial out any number. I'm not sure if it makes a difference, but the extension never asks for microphone permission like the website does.
Just to be clear. If I want to add hangouts and classroom as allowed senders, I would just add;
hangouts.google.com and classroom.google.com, correct? For some reason the hangouts notifications aren't coming to the inbox.
If you just need a Hangouts interface from your computer you can open the Hangouts website: https://hangouts.google.com
SMS still works there. And honestly, I prefer that interface for all of Hangouts, rather than the Gmail page.

Same issue here. Support says "known issue" (as others have said).

EDIT: I am also having this happen on hangouts.google.com. I cannot make phone calls via hangouts in any meaningful way.

You could make Hangouts available as its own windows with https://hangouts.google.com or later on https://chat.google.com when it's available to non-G Suite users.
