Confusingly it has a button called share that saves it to your sketch account (if you set one up) but the real system share icon is at the top.

OP specifically mentioned in their unedited post that Sketch - Draw & Paint (the Sony app) doesn't seem to include all of the features they listed. Perhaps someone who has experience with this app could confirm/deny if it addresses all of OP's points?
I just traced the image with a new brush that came on sketch (android app). I was curious how it would look like with the difference in brush sizes.
The symetry mode on the app Sketch is like this but with more settings! I highly recommend it! Although, it might not be as accessible as Radial when you're trippin.
Woah! I didn't know something like that existed already. Btw, I used the Sketch App for Android to make this. I've made quite a few other drawings like these too.
I took that pic after googling for an art of a kerbal news presentator, used that app to draw white over the titles and then put text in a vaguely newspaper-like font instead.
It is Sony's sketch app which is dead simple to use and reasonably powerful (layers, blur, stickers, draw, ruler, google sync). The Arrow is from a sticker pack (downloaded within the app) which is called "shapes" and contains many useful basic shapes.

I use Sketch which is the best layer/image importing app I've been able to find.
Sony's sketch app (free) is also great for this. Android and iPhone links below. There's tons of functionality, including the ability to use layers when editing and tons of free downloadable sticker packs (these range from weather effects and world tourist attractions to word bubbles and Halloween masks).
I've tried a few and this one worked the best so far. I looked up that image editor, is it the one with the paint-like icon? Might try it out too

All you have to do is create the text and then rotate it with two fingers!
No clue if it is available for the Kindle fire but I draw using Sony's Sketch (Skizze in German) on my phone. It works really well and it's free.
I like using a drawing app (like Sketch or Markers) for this. Open up a blank drawing, set the background, and go fullscreen. Now you have (what should be) a nice uniform color across the entire screen.

I also enjoy using it for doodling and making collages with their stickers. Literally every part of that collage was made with their free stickers, including the starry sky.
I really like Sketch. It's a nice, light, and free photo editor, with enough features but without too much bulk. It's nice for little things.
Sony's Sketch app is OK. Has more features than you'd need though.
You can scribble on pictures in Google Keep if you have that installed already. Not sure if you can share the edited picture though.

Sketch, android drawing program, it's very good for what i need.
I'm not a guy that makes everything in details. I just work out my ideas so that they are clear enough.
seems great, il probably use it. the phone one allows u to fill colour over the paper even if it has lines in it which is a pretty good feature. i recommend u try it, it works great with a tablet but sadly all i have is the 5 inch phone. anw give it a try [link] its really good

Try Sketch by Sony Mobile.
On a PC? Paint.net is free and supports transparent layers.
On an Android device? There are a lot of free photo editing apps out there to choose from, for example Sketch. It supports layers.
Have access to a printer? Print out WishlistBot and colour him in, old school. You could even print out the little costume pieces and paste them on if you wanted to.
Only have pen and paper? Some people have drawn their own WishlistBot. That's ok, too.
If you're on an Apple device, I'm really not sure. One of the Apple users on this sub might be able to help.

Sony's Sketch app kind of does what you want. You'll need to open the screenshot in the app to start editing though.
You can try notepad apps where you can take photos or import them, then draw whatever you want
