I used FFmpeg for the video part, got lazy and used an app (VideoWall) for the wallpaper part.
The first "hh:mm:ss" is when the clip you want starts, the second is the duration of the desired clip.
ffmpeg -ss hh:mm:ss -i 'Source File.mkv' -codec copy -t hh:mm:ss 'Desired Clip.mkv'
And after we have the video we want, we crop the video to our desired dimensions
ffmpeg -i 'Desired Clip.mkv' -filter:v "crop=x:y:a:b" 'Final Clip.mkv'
This bit was kinda trial and error, we're cropping the video to resolution, I originally tried crop=1440:2560:.... but my source video wasn't big enough so I had to ratio it down. And the a:b part is the top left corner of the cropping.

Here you go! I'm not at home so, I'm a little limited by what I could edit using only my phone and the video is 720p so when all is set and done it wont look the best, but it's still great anyway. Because smart select lowers the quality so much more than it already is and into a laggy mess I kept it as an MP4 that works better. For this particular one I'm using Videowall because it's an mp4 file, but as /u/Kyokenshin said AnimGIF works really well for gif files.
The file hosted on MEGA is like all my other Android Live Wallpaper some sort of video (.mp4/.avi). You'll have to use an app like VideoWall (https://play.google.com/store/apps/details?id=com.goseet.videowallpaper) to use a video file as a wallpaper.

If you have an iPhone, I'm pretty sure you can use default mp4's in their live wallpaper system.

The Live Wallpaper (LWP) app I use is "Amazing VideoWall". The Launcher is "Smart Launcher Pro" with the "Min" icon pack. The pro version of Smart Launcher is not needed (the launcher itself and the icon pack aren't needed); it only provides a few additional features. I also use "Rotation Control" to keep my phone in landscape, it looks wierdish in portrait but not explicitly bad.
Download the video here on your phone along with "Amazing VideoWall" and go to your "Settings > Wallpaper > Live Wallpapers > Select "Amazing VideoWall" > Settings > Choose Video File > Find where you saved the video on your phone > Select it > Set as Wallpaper.
It isn't resource intensive as far as I know and it has worked great so far.
Edit: If you are using a custom launcher, you may have to go into your launcher's wallpaper settings and set it there.
