Go to r/androidthemes, search for "windows", sort by top of all time, and pick one you like. They usually tell you what they used to make it, but odds are they used Nova Launcher and, for those with a live wallpaper, KLWP.
For weather, I'd say check out Windy. Barometric pressure estimates and radar and forecast widgets.
I don't know if something like what you're asking for exists. But if you can't find anything you can use Windy to get a forecast for your area. Now you only have to figure out what a safe windspeed is. :D
Correct, we're just capital of the USA. If you download the Windy app for android that will give you live feed of how often lightning strikes when the weather radar picks it up, it's actually pretty nifty.

If you're hardcore into weather there's PYKL3. It has some of the most accurate data available in the highest resolution. It's what a lot of storm chasers use. You can even get lightening strikes.
Although it's a little pricey at $12 it is a very comprehensive app (I got it free from Amazon). I probably only understand 10% of what I'm looking at but it's neat to learn how to read the data.

Windy is arguably even better for looking at wind speed/direction because it will show you areas besides where you are standing. The wind could be drastically different once you get offshore

I recently got the Windy app, and it has pretty good wind and cloud forecasts, it's a nice UI too. It has different forecast algorithms but the default one seems to be fairly accurate so far!

Articles like these, about various weather apps, always fail to mention the source these apps use for the forecast. If it's always the same than there is not really any difference between those just the design, which in my opinion starts to matter less with time.
I would recommend Windy as it lets you choose the source of data for the forecast. Not to mention the amount of data you can view on the app.
What information are you interested in getting from the app?
A few others mentioned RadarScope (it's the best radar app by far, and it shows lightning with their Pro Tier 1 subscription for $10/year). If you just want to see where the storms are and don't need high resolution or some of the more technical views like velocity, there are lots of choices of free apps with a radar view. Windy includes lightning strikes and some other interesting maps, as one example (if you try it out make sure it is Windy.com and not the deceptively-named knock-off with a blue logo).
Windy's a completely free app, you can only donate if you want to. I think you mixed up apps.

This is rare, but two that have them--Windy and EWeather.
EWeather is especially nice. Chose the map widget instead of the radar one. Add radar and warnings as options to the map widget. You get your radar widget, but the warnings will also be shown. The warnings are nice because regularly they show up on the map widget before the main program or other weather apps get them.

I have the other one installed, but haven't ever actually used it. It seems... very situational. I literally can't use it where I sail - it only has specific places that you can look up.
The good one, though, is the official app of www.windy.com - as far as I know the app is identical in function to the website. In addition to the fact that you can look up pretty much any data type you can imagine, one of the nicest features is that you can compare different weather models' forecasts. I'm partial to the ECMWF model. For my area it generally is pretty accurate for telling me whether I'll have wind on the weekend, a day or two ahead of time.

Windy, wX, and Radarscope are the 3 I use. Windy for general purpose weather and forecast and widgets, Wx for the NOAA SPC notices (and widget) and Radarscope for best damn radar out there (stateside). With windy and Wx my weather homescreen is pretty nice., and then I open radarscope for more detailed radar if needed.
Windy is probably all most people need. Wx has a lot of the same features (including radar) but also includes NOAA's SPC and MD and other notifications/forecasts as well, so that's pretty handy if you're into that. I really like Wx though as it's GPLv3 and ad-free and free as in beer as well. Props to the creator.

Windy - free weather app that’s really solid
Skew T Log Pro - uses forecasts to predict temperature/dew points in the atmosphere, giving you an idea of where clouds and icing may exist. Also convective potential energy, so thunderstorm probability. It does a few other things, too. I would learn a little about Skew T Logs before buying/trying. not free but I can’t recall how much it was

Skew T this isn’t the same app but it looks fairly similar and at the end of the day, they’re just displaying data, which doesn’t change based on the app.

Preface: I'm a pilot, so the links/tools I use are geared toward aviation. They'll work for you and anyone else, but you likely won't care about things like cloud cover, winds, barometric pressure, etc.
First and foremost: The National Weather Service -- this is the link to our local office, located in New Braunfels. It's a good overview of todays weather and weather in the next 5 days.
If you're interested in why they forecasted what they did, check out the Area Forecast Discussion. It provides some insight as to how confident they are in the forecast, and some possibilities that held too low confidence/chance to include, but there's still a chance. Especially when different forecasting models disagree. The apps we use on our phones pull from usually one forecast model, but there are about 6 well known/used models. 3 of them predicted the weather this morning, 3 did not. Of the 3 that predicted it, 2 predicted storms and 1 just predicted rain.
Then the Localized Aviation MOS (Model Output Statistics) Product aka LAMP. This is in Zulu time, which is GMT. Everything in aviation is ... so you'll have to convert it to local time for it to be useful. Essentially, it's a computer generated forecast. There is no human intervention so sometimes it's right and sometimes it's wrong, but it still gives you an idea of how the models are leaning. I've gone ahead and selected the boxes you might care about to keep the information on the page relevant. For what it's worth, you can go back to see yesterdays forecasts and see that they were calling for the weather we had.
Finally, because time is money and you may not want to go through the above links for 20 mins a day trying to figure out what it all means and guess, I recommend an app called Windy. iOS Android It takes the above minus the discussions and gives it to you in a nice graphical format. It's been right more than it's been wrong for me. There's also a website if you prefer to access it from a computer. I prefer this app because you can use any of the 6 models I mentioned above and see how they all compare to each other (again, in a graphical format).
