"Xodo" is a really fantastic PDF reader/Editor. It's free, has lots of annotation options, material design, has pdf tabs and also the ability to import PowerPoint presentations and other things. Lots of other features.
I use it with my lecture notes and other things at University.
edit: I only just learned now that they have a windows store app and a desktop web app. I could replace adobe reader with it. Seriously great for a free program.

It's free and without ads. It has multiple folder searching options, night mode, deleting and stitching pdfs and editing pics. Kinda unbelievable but God such apps do exist and yes it does have plenty of features. It's a keeper.

Both are full-featured PDF annotator software with automatic Cloud backup. You'll need to convert your Powerpoints to PDF (I do this on my computer with a free app called CutePDF, not sure of an phone app that can do this), then transfer the PDFs to your phone using the Cloud or connecting with a cord.
Xodo is great and should satisfy most users. One of my favorite features is Xodo Connect, which allows you to annotate with others in real time. Great for study groups.
Squid is a paid app (subscription pay OR unlock features for a one-time fee) but I like its interface and the pen features over Xodo. Otherwise it's an expensive alternative: $5 to unlock Import PDF, $3 to unlock more writing tools, $3 to unlock Cloud Backup.

For editing (word or PowerPoint files) i like google apps like(google docs and google slide)
But if u want an app for reading files a i think Xodo is pretty good It doesn't support (ePub) files though but it does support PDFs, docs, pptx.

If your Chromebook supports Play store. There is a bunch of other apps that do the same.
But I would look at using Google Forms possibly instead.
Have you tried using Xodo ? Its a pretty cool app than can be used as a notebook, but also can write on pdf too. It has cloud storage support too, and can add pages to pdfs. I started using it and im almost droping OneNote.
For quick notes, samsung notes is still the best, specially because off off-screen memo (although its not THAT useful on the Tabs as on the Notes)
@op i got a used Tab S3 at Amazon for 350$. I like it a lot, i got it mainly to replace my Tab A 2016 that had lots of lag issues, specially for big notes on OneNote. On the S3 i dont feel much lag at all. Normally its kinda slow on unlocking the screen, but besides that i dont see much problem, but thats me. I use it mainly as a notebook/pdf reader, and its damn good at that. The oled screen is miles better than the Tab A lcd. Its also very good for gaming and media, the speaker is very good, and it supports HDR. I`m watching The Grand Tour with Amazon Prime Video and the image is gourgeous. For some reason the Youtube app doesnt support HDR though.
Lastly, Oreo is coming to the Tab S3 soon™. I didnt feel much difference with the Note 8, but the general consensus is that it made the S8/S8+ snappier.
I was using the X-plore PDF viewer built into my X-plore file manager to view the pages horizontally.
However I am also able to do this with:
Adobe Acrobat using the "two page" display.

Hi, I am a Xodo dev! Not sure where you got info but Xodo DOES NOT scavenge any data and you DO NOT need to upload your files (to any cloud).
To edit files locally simply open the file, annotate/edit, and save locally. The file (or edits) never pass the network line. You can use it completely offline.

Xodo lets you keep multiple PDF:s open in separate tabs, kind of like a desktop web browser. It's not exactly what you asked for, but it should make switching between them a lot easier. I can't think of any other solution.

Yes, OneNote for Windows/Mac can import PDFs using the Insert -> File Printout (Windows)/PDF Printout (Mac) functionality, which can then be viewed on Android. The text is searchable, but not OCR'd, so you cannot select and highlight the text directly, although you can use the pen/highlighter to mark the inserted images.
Try it with a small PDF first and see if this is what you want. I don't know how well OneNote can import large PDFs. For large textbooks, it might be better to use a PDF editor. Xodo is a good one for Android.

This is the best thing I've found to fill the missing web clipper feature on Android. Xodo can create PDFs, but those aren't natively searchable in Joplin.

Is DeX sufficient to be used as only one computing device.? Depends on the use cases. With yours i would say - YES.

This is just the way it is. Some people thing that they need most powerful and faster device out there to get things done perfectly without realising that what they do can be easily done with phone/mobile desktop UI.

This might be not ideal thing but if you can't work without windows what about having a PC at home and just RDP in to that machine from DeX. In this case DeX will be your thin client and all horse power will sit at home in the box.

I was going to mention XodoPDF as well. You can create blank pages for notes, import and edit PDFs, add/remove/split/merge pages. It's a surprisingly full-featured PDF editor, and the best that I've found with the ability to annotate directly on the PDF file.

You can use the measure tool if the PDF is to scale. You have the set the drawing scale first, which can be slightly confusing in the beginning, but it's very handy.

I am using Samsung Galaxy Tab S6 Lite. I use OneNote for notetaking. Xodo is the best app to read articles and take notes on PDF. You can open files from Google Drive and it automatically saves your annotations.
Make sure you have a pdf viewer installed. If not install then Xodo from play store and open your pdf file through it.
That is a Godsend. I compliment it with Xodo to cover all my editing I can think of on a mobile device when it comes to .pdf files.
Have you looked for an app that lets you draw on pdfs, that is not especially for cross stitching? I've been using Xodo for a while now and it lets you take all kinds of notes, highlight parts of the pdf and so on. It might not be perfect, but better than nothing.
I recently picked up a Nook HD+ for like $80 on ebay for the same purpose. Rooted the thing to run normal Android OS and been loving it. Cheap, looks nice, and works great.
Using Xodo to read PDFs which is great with all the note taking and highlighting tools, but plenty of other options out there as well.

I've tried almost all the PDF viewers out there, and prefer Xodo by far.
Xodo is the best PDF Reader I have found for articles / text books. It has bookmarks, annotations, etc. and works smoothly.

Reading PDFs is less pleasant than reading printed books, but it has its advantages, especially when referencing (bookmarks, search, etc.).
On my Windows laptop, I use the free version of PDF-XChange Editor, which is by far my favourite PDF reader. Alternatives are Sumatra PDF, which works also for e-books, and Adobe Acrobat Reader DC.
On Mac, I didn't find yet a good alternative to PDF-XChange Editor (which is Windows only). I use Foxit or Adobe.
On my Android phone, reading PDFs frankly sucks (the screen is just too small and managing the files is a pain), but when I do, I use Xodo.

If it's only for PDF annotation the simplest solution is using Xodo instead of Samsung Notes since it can work directly with the PDFs you have stored in OneDrive.
Another option you can try is to use this workaround to get Samsung Notes on your non-Samsung laptop (worked for me).
If you want a more complex file syncing solution, you can check out Syncthing. It allows you to set up a two-way sync between local folders on your laptop and the internal storage of the S7+ so that you can open and edit files on both devices and sync between devices.
To use it you need to download it on your computer as well as on the Tab (I recommend this fork). Once it's set up on your laptop, you need to connect the devices to each other and choose the folders that you want to share from your laptop (you can organize your files to your liking and sync as many folders as you want). Then on the Tab you just have to choose the internal storage location where you want to point those folders to. Since the files are stored locally, you'll be able to open them in any software including Samsung Notes, and save them back into the synced folder.

Cheapest option is a Kindle Fire HD. You can use the Amazon Fire Toolbox in order to remove all of the amazon/ads crap and install google apps. I use this stylus for writing and use xodo to annotate.

Actually, I really want to focus on this because outside of reading PDFs on a larger screen in my favorite PDF reader of all time, XODO (seriously, go check it out) I agree with you here.
I had more crashes on a m3 Pixel slate in the span of a 3 hour lecture than I had over the course of 3 months and ~30 lectures with the tab s4.

This... This right here. I pre ordered the slate and got it in November 18, i had finally had enough in July and sold it in August. I purchased again on black Friday, used it again for a day, saw how buggy it still was and then returned it.
Things like this lack of any sort of attention to detail like this Or this... and these are just a few of the bugs i personally encountered, and wanted to share with friends or on monorail with the Google devs
The experience really pissed me off with Google and how they treat chrome os as a whole. There's a lot i love about chrome OS. But I could not even remotely call it stable. I've had literally no crashes with Windows 10 on my xps 13 and experienced 0 times where the laptop became unusable because of software glitches in 5 months.
Whereas on my slate it was more often than not a daily occurrence.
I can't believe i lived like that for over 8 months..
