All steam is doing is tracking the fact that you started the "SFxT" executable through Steam, regardless of whether or not this is redirected through another client (UPlay, GFWL, etc.).
I'd recommend the Power A FUSION Fightpad. The D-Pad will be the make or break for most people as its the sega saturn style but in my experience with it it feels great. The build quality is also top notch. The only step up from this one would be Razer's Raion controller.

SF5: i think the design goal was to streamline street fighter to its best parts and eliminate anything too "out there"... and it worked TOO well because compared to USF4 there's less for players to discover. Still, very solid gameplay, but missing a few essentials (like Arcade Mode). Also, too much pointless DLC like costumes and not enough real DLC like new supers and new modes.
MKX: awesome game with amazing graphics and modes and characters but the gameplay requires more matchup memorization than sf5. still fun though.
killer instinct: some of the best AI in fighting games right now but with the focus on shadow lords mode i think the game is losing popularity. still has a place in my heart for all its innovation
pocket rumble: fun, more robust than you'd think, but still not much there. Good AI here too (it adapts over the course of a match). looking forward to nintendo switch version.
ultra street fighter 2: jury's out, but it smells like a cash-grab. could be fun though.

From my experience... keyboard is just god awful and in my scene ive never once seen someone use a keyboard.
I started on pads and cannot stand them. Arcade stick for me personally. I would try and find some people that have a few and test them out. Keyboard has no entry cost, pad is what a ton of people use, and sticks are the mainstay i would say.
Plus you can make a stick for relatively cheap. I saw an IKEA Fightstick a while back and I almost went of it but i realized I (was) terrible at this stuff. After 2 fightsticks i totally could have done it.

Results will probably vary. I can tell you from experience with SG on PC that a lot of the time wifi isn't really that bad, hell I've had better results with it than playing any ArcSys game on wired. Rollback is actually a lot more tolerant of wifi than delay, because the whole point of rollback is that it can run ahead without the opponent's inputs instead of having to stutter or slow down if a packet gets lost.
SG now letting you see jitter too helps identify an okay wifi connection versus a bad one, though I don't think Mobile has this. It's not that wifi is always universally unplayable, it's just that it's not as good as ethernet even in the best case scenario, and that every wifi user always thinks theirs is the good one.
I haven't tried it yet but apparently Dual Souls just got updated with rollback and PC-Android crossplay. Kinda forgot about this one, bought it in Early Access forever ago but seemed like development had stalled until just now. You could go ahead and run some tests on that if you want.

Well the mini controller won't break your wallet at $30 ($20 on amazon right now). Unfortunately It would seem that it is PS4 only. The original PS3 Fighting Commanders are rare and if they suffer from the same issues as I experienced then I would avoid it. I just realized that they redesigned the PS4/3 Fighting Commander is the original design they used for the Hori Mini PS4 controller. So I would totally grab one new! ($40 no less)
I would highly recommend learning an arcade stick in the future as there seems to be much purchasing options for you. I did indeed come from an Arcade background. Well over 20 years ago my home console was a SEGA Saturn; so I had that perfect 6 button controller for games like Darkstalkers and Street Fighter Alpha (the saturn arcade stick is kind of a piece of shit). When the Dreamcast came out along with that lackluster controller for Fighting Games and I switch to the Hori/Agetec arcade stick. When the original Xbox came out I switched back to controller after trying every single Fight Stick that came out on it (pelican, Nuby, etc) and hated every single one of them.
Street Fighter 4 came out and Madcatz and Hori stepped up the game with making high quality and more importantly; available arcade sticks, so I never looked back.
I'm going to be honest, that stick looks a little sketchy. That said, $77 probably isn't a terrible deal.
You'd likely be better off buying a better stick from a more reputable brand, but that price is still really really hard to beat.

The work it will take to relearn muscle memory on pad isn't worth the gains imo. The only thing that would make it worth it is switching to a hitbox.

As others have mentioned, Rev 2 is the better game but SF5 has a much larger player base if you want to play online.

I use a Mayflash for Guilty Gear on my PC which I've seen recommended quite a bit. It has a switch for PS systems on it. My partners got a hitbox but tbh I just kinda like the physicality of having a stick over the hitbox so thats why I went with that. It feels more classic.

An "officially licensed" PS4 stick will work with PS5 by default. Not all sticks are licensed, but the major brands usually are. Hori, Qanba, Madcatz... Other sticks, you can still use with PS5 by buying a converter.
What is your budget? The cheapest "good" option for you is the Qanba Drone which I see a ton of people start with.

Get a controller that has a gated stick, either an arcade stick or something like this. The notches should help you stop your inputs on the forward or back position without going too far.

If future offline play is a concern, your best option then would be to just get a universal adapter. There are a few options, there are Brook Wingman adapters, I have a Mayflash Magic-S adapter. I use my Mayflash to connect an Xbox 360 arcade stick to PS4s, also works for Switch controllers wirelessly.
I THINK the Magic-S would work for the M30 as well, let me check right now... Yep it worked! I just set the M30 to Switch mode and paired it to the adapter plugged into my PC.

the hori fight pad is just a dpad and six face buttons, I used one for a while before I got a stick and it was better for me than the basic playstation pad

Qanba Drone, or the on sale but still more expensive Crystal if you need a bigger form factor. Why them? Good PCBs you dont need to replace, decent cases, genuine licensed sticks = better ps5 compatiblity.

For the money though, honestly, I would lean more to either the Hori Pro or the Obsidian Qanba.
There are ways to mod the controller, yes. Specifically, the D-pad.
Both Battle Beaver Customs and eXtremeRate have split D-pad buttons among other things. I've went with the latter since Battle Beavers seem to be delayed, and I can say it has helped with execution some. Doing super jumps in Strive is a little tougher, but everything else is much more consistent.

At 0:18 in the video you can see the back of the buttons. They're injection molded, so are technically maybe higher quality than Battle Beaver buttons from a fabrication perspective, but Battle Beaver buttons have a curved dome on the bottom that likely interfaces better with the silicone pad that drives the contacts better.
I haven't had a chance to use ExtremeRate's buttons, but an educated guess says they'll be fine. They might be a little more rough on the silicon pad they push on, but those are cheap and replaceable.
Probably the lowest latency option is to get an hdmi extender/balun. I did corporate a/v install for years and for long cable runs that's what we used. Takes your hdmi, converts it to ethernet, and converts it back on the other side. Lag should be negligible if you get a good model.

Honestly, this sounds completely arbitrary. The $399 version doesn't even have enough space to carry all these games at the same time. You need the $529 version. Spending that much money on something like this to have it serve the same function in tournaments was always an option—people just didn't care exploring other options, and some games were console exclusive.

Yes! every character is controlled by a finite state machine.
The one I made for my characters looks like this.
Every character in the game has a state with a frame counter and each state defines a bunch of things like the gravity, physics type and a list of frame data like, animation data, hitboxes, does it triggers a fireball? etc.

There are currently 2 ways to play CvS2 online.
Due to the fact that CvS2 was made on the Naomi/Dreamcast board instead of the MVS/AES boards that the NeoGeo/FBA use, Fightcade is unable to run CvS2.
The main way that people play the game now is through NullDC, which is a delay-based netplay option that uses the NullDC Dreamcast Emulator to connect clients. The upcoming Fightcade update will have NullDC in the launcher, but it still won't have rollback netcode. If you are interested in trying it out, here is the setup link
Otherwise, some people also play the CvS2EO edition on Dolphin Netplay. Due to the constant updates to stability that NullDC is getting, Dolphin Emulation is slowly being phased out, as the EO version is seen as inferior to the original arcade version.

First you need to know what the default controls are as well as what you want your controls to be. After that all you really need to do is make a new text file and change the .txt to .ahk, edit it and put something like this on separate lines:

This would, just for example, change the function of the WASD keys to act like the arrow keys instead. As long as your living situation allows you to run cable between rooms, that's likely the easiest and cheapest way to go. A 50 ft cable is like 13 bucks on Amazon, and can easily be run along the top or bottom of a wall (or through walls if you have basic carpentry skills). There's handy clips for them or any manner of things you can find at a hardware store that'll let you do this.
If you need an extra long cable and can't buy the specific length you need, you can get a bulk spool of ethernet cable and crimp ends on, which is easy enough if you can follow instructions. A single cable can run about 300 feet before experiencing problems. If you need something to run the length of a mansion you can put an ethernet switch or repeater in the middle of the cable run.
First I'll just say, I've been playing fighting games on pad for 25+ years, and I still miss inputs an annoying amount of the time. Some people are just naturally able to get better at them. I get around this weakness by simply being smarter in neutral.
That said, this is the best pad I've ever used in terms of minimizing errors, but they break down a little after a couple hundred hours of use in my experience.
Even if it doesnt have a headphone jack, because {hardware and software development is hard}, Windows could be seeing an audio device in your controller. That's why it's pulling your audio, if I had to guess. You plug in a new device and Windows goes "I use this now". You have two options.
1) Go into your sound settings and set it back to the normal device.
2) Disable the audio device in device manager. Even when reconnecting the controller, it should still be disabled in Windows and the output won't switch.
As far as no inputs working, have you gone into your controllers in Windows and looked to see if it even shows up? If so, use Steam's built-in controller support to config your controller, or just use Joy2Key.
Could also try http://ds4windows.com/, but I honestly don't know if that works with anything but standard DS4's.

Personally I recommend Tekken 7. I've been a Street Fighter guy for decades, but T7 is just such a great game. I think it's because the SF franchise has been moving towards what I feel are gimmicks - v-skill, v-trigger, critical art and the like. T7 add the rage drive and rage arts, but it's done in a minimalistic way. T7 just feels more fundamental, polished, and fun to play.
But if price is a concern SFV isn't bad. Just keep in mind you can use in game fight money to buy characters. Just don't buy extra stages are costumes or anything, save it all for characters you want to buy now or in the future. I think you might be able to earn enough fight money offline to buy the entire first season DLC, but I'm not sure. You can also earn money complete money doing daily challenges, I don't know much about that. Honestly that sounds like quite the grind and not much fun at all.

It's basically a more modern/updated version of the software that even allows you to set a DS4's bluetooth polling rate to 1000. According to its own measurements my DS4 actually does have a 1ms response time with that setting. The default wired mode has a polling rate of 250, 4ms.
Keep in mind that's not the true overall lag, just the measured rate/delay from polling.
There are two APIs for game controllers; XInput and DirectInput.
Any particular game may support XInput, DirectInput, or both.
Xbox 360/one controllers always work with both.
Other controllers sometimes only support DirectInput.
If you try to use a DirectInput-only controller on an XInput-only game then it will not work. You need to use a mapper that redirects the DirectInput API calls to a virtual XInput controller.
Steam has such a mapper included, but I haven't used it myself so I can't comment on how well it works. There are also other 3rd party programs such as DS4Windows and x360ce.
Madcatz also released an XInput driver for their arcade sticks. It's no longer on their website but you can find it floating around on the internet.
Yeah, wine can be quite hit or miss and people have different experiences with it. I got Rev2 to work on my old GTX 560 ti but that won't be the same for everyone sadly
After looking into it more I see that that the github page for Proton 3.7 had some build instructions for Mac, and reading a couple of reddit threads shows some people who managed to get it working, but not for many games and with performance issues. MacOs build instructions have been removed in later versions. So my guess is they tried to get it working but decided to stop with that because as you said DXVK is not an option.
Is that $300 a night or for the whole duration? If it's a night try Air bnb. You could find something cheaper than the hotels on the strip.

Etherena Beta. Slightly closer to a platform fighter based on the stage sizes and attack proportions, , but it did introduce Guilty Gear with it's music. It only had 2 characters, but they both had 6 moves, with some having variations.

Well there are two options I can suggest if you can spend a few dollars. The first is to add to or change out your router with an extender or even better replace it with a routing fabric like Google's or EERO. Cheaper is to use powerline ethernet--this uses an adapter at the router and another at the receiver end (your computer that simply plug into existing AC wall outlets.
