To my experience it doesn't work.
This is what works:
- download the Hangout Dialer App
- add the google account associated with the GV account to the Hangout App
- set it up so that Hangout rings when someone calls the GV number.
- you will have to use the Hangout App (and not the Dialer App) when receiving or placing calls using the GV number, and it will be VoIP so at times not that clear

And also be forewarned that it will not use your phone's number for outgoing calls so people will often be a bit confused at first.
You're sure you have Hangouts logged into your Fi account, yes? Have you tried installing Hangouts Dialer and dialing out from that to see if it goes through? If it doesn't even then, chances are something is blocking the Hangouts backend when you're trying to make a call.
If you have an android smartphone you can make free calls through Google Hangouts Dialer even if you don't have a plan set up on your phone.
AT&T sees it as you forwarding a call to a US number, and Project Fi will see it as receiving a call while abroad, which is a flat 20c/min fee, so in this instance Fi will be the one charging you. You can try installing Hangouts Dialer and enabling inbound calling in the settings to receive calls over data, therefore bypassing the 20c/min charge.
You can call the US for free over wifi, or in a country that TMO offers free data through using Hangouts Dialer coupled with a free google voice number. Calls within the country you're visiting are often a few cents a minute too, so that can save you if you need to call places while you're there.
But the TMO visual voicemail app should download your voicemail over your data connection, which is free in over 140 countries. I'm not sure about charges for incoming, unanswered calls. Might want to check with TMO on that one.

It uses about 0.6 MB per minute, but can use less if you are on a slow connection.
One way to do it is to exclusively use Hangouts Dialer instead of the stock blue dialer for your calls. It will always call out over WiFi or data, and therefore you wouldn't be charged 20c/minute for calls, just the standard Google Voice rates + whatever data you used, if you didn't have WiFi at the time.
Calls back to the US via Hangouts Dialer are free, so that would make calls so much cheaper than calling over the cellular network.
That's all Hangouts Dialer does. It only works over data (wifi or 3G/LTE). It does not use minutes. The built-in Phone dialer uses real-phone-minutes.
My ex uses the Hangouts Dialer to get around this. You'll have to login with the Google Acct the work number is on. She said texts work also.
It's not really too good to be true, because it is true. Any country that is in Fi's supported countries list doesn't charge anything extra for texts and data, you're charged the same for them as if you were back home. In addition to that, Fi has the advantage of dialing out over data with your Project Fi number as the caller ID if you use Hangouts Dialer
Calls back to the US via Hangouts Dialer are free+ whatever data you use for the call if not on WiFi. International calls via Hangouts Dialer use the Google Voice rates + whatever data you use for the call. Often times calling out via that app ends up being much much cheaper than the flat 20c/min rate for every call with the regular blue dialer.

I use it to call landlines and mobiles regularly. I'm pretty sure I'm not just having conversations with myself.
It is true that someone else can't use their mobile or landline to call me on hangouts (though I think this might be possible in the US if you get a google number).

Both Google Hangouts and Skype have a platform to call phone numbers using internet. You will appear on your friend's phone as a random number, but paying more you can get a fixed number. You will pay around 1 cent per minute and as it goes through a phone line, you shouldn't have problems. Sometimes it's handy to have to call phone lines in foreign countries for cheap.

Hangouts Dialer is just an add-on app for Hangouts to provide a phone like dialer in the Hangouts app for placing VoIP Hangouts voice calls. It's not disabled and causes no problems with Fi. Disabling Hangouts on the otherhand does cause problems with Fi. If you don't have the Hangouts Dialer already installed, you can install it from Play Store. And then you open Hangouts and there is a Dialer tab that you can use to place data calls. You will get charged for the data usage over celluar, but I think it's generally less than 1MB/minute.

Another option is using Hangouts Dialer to call over data when WiFi isn't available. Calling over data like this is still at the WiFi rate (2c/minute in this case) +whatever data the call uses. Much much cheaper in the long run than calling over cellular every time.
Volte won't work, but I found a work around by someone on an XDA thread that uses Hangouts dialer , which in reality is just like WiFi calling/Volte in the sense that the calls are ported through WiFi (when it's turned on and connected) and uses Data when you're note connected to WiFi. I'm also on t-mobile and have the g4, but I really want to switch to the note 7 exynos variant instead of the snapdragon. (or maybe lg v20). But was initially worried about not being able to have the features if not having a t-mobile variant.
Edit: I've tried Hangouts dialer and it's been pretty good. Other callers actually say I sound louder when using Hangouts dialer (I was on WiFi), when compared to t-mobile WiFi calling.
What you need is Hangouts Dialer. I have used it on a variety of phones, Moto X 2013, OPO, Nexux 5, etc. Works great.
While it uses either Wi-Fi or data I'd be careful transitioning from Wi-Fi to data and vice versa.
While you can't use it as your primary (default) dialer, you can use it as a dialer from the Hangouts Dialer app.

Mighty Text will show your texts and calls on your tablet and works very well. I've been using my Google number for years now. Most of GVoice features intergrate into Hangouts just fine. There's a Hangouts Dialer so you can send/recieve calls using your GVoice number. If you would like to use a regular phone I have a OBi that also lets me send/receive calls using GVoice. I think I could answer any of your concerns about it.

I set my teenage son up that way and he's used if for years like that. Placing and receiving calls on an old Samsung Galaxy S7 with no service and wifi only.
With all the WiFi hotspots available, he was able to make and receive calls almost anywhere. If he was with me in an area without WiFi, I'd turn on my hot spot on my phone, he'd connect, and keep on Smilin' & Dialin'.

For (1), try using Hangouts instead of the normal phone app to ensure calls use data (VOIP with rates matching Google Voice, inc. free to US). On Android, I believe you need to get the Hangouts Dialer app. I think on iOS, it's still built into Hangouts.
For (3), its going to be very dependent on location and even on the device. If you're more rural, it's probably going to be worse. Also, I work in a building with thick walls, even on the interior, and in some places, I get weak but usable signal most of the time, until someone opens a door or an elevator moves to a particular location (probably changing how the signal is bouncing). When I upgraded from a Nexus 5X to a Pixel 3, I got more reliable signal.
For (4), I recall a while back that other people were complaining that they were connecting to Canadian towers on the US side of the border, and getting charged for international calling. Probably not an easy problem to fix correctly.
Yeah, I am using eSIM as well but I didn't port my number. I am thinking of just using Visible for data and using hangouts for call and texts and then when I travel switch over to Google Fi so I can get service where I am.

To use hangouts do this go into Hangouts --> Settings --> Account --> Click your e-mail address --> Then check off use for Google Fi SMS and Incoming phone calls.

As you've already mentioned, whenever I have to make a regular phone call, I use the Hangouts Dialer app to make WiFi calls back to the US (with Airplane Mode on and manually turning on WiFi) as a temporary workaround until Hangouts gets fully depreciated.
It even tells you if you're about to be charged $0.19/min. before you dial (in case you're not connected to WiFi).
No one's forcing you to use the Hangouts Dialer app for your default calling app. It's just for when you decide to make a regular international phone call (which is becoming rarer as the years go by).

As for your situation, maybe try using a VPN with a US server to "re-activate" in the US?
Google Hangouts has a dialer add on that allows free calls to the US, but the call quality is pretty dismal (last time I tried it, any way). I'd use VOIP as most providers charge 1 cent a minute. voip.ms is one I've used and you only pay or what you use, however it requires some technical knowledge to set up software to make it work.

If you want to save even more money switch to Speakout pay-as-you-go and make as many of your outgoing calls as possible with the Google Hangouts Dialer, you can make unlimited free outgoing calls with it to anywhere in the US and Canada over WIFI.
If you really want to be frugal Speakout is the best, $25 dollars can last you the whole year depending on your usage, it does for me, so $2 a month for a cell phone while most of my friends are spending $50-$100 a month.

Yes, Hangouts itself has been for a long time. Hangouts Dialer is what also needs to be installed, to make calls.
Verifying your number is the step that failed for some in the past, but that's more of a YMMV scenario.
You can only call people in Quebec while you stay there. You can't call someone outside of the province your in, even if your home province is different. So if your from Ontario, and you go to Quebec, it will be long distance to call someone with an Ontario number even if they guy is right beside you. Text messages will still be free. I am not familiar with EU laws about phone numbers but that would be the only reason I can think of that would make it not work over Wi-Fi.
Texts should work over the internet no problem through the Google voice app. If you are talking about calls you need to use the hangouts dialer app . There is toggle switch in your hangouts settings to allow incoming calls

But also note that this probably uses the same backend service as the hangouts dialer which has the same features and has been available for a couple years: it allows free outbound calls to any North American phone, you can associate your phone number with it, and in my experience it is very reliable and has great sound quality.
To add on to this, Hangouts Dialer always calls out over data/WiFi and it uses the Google Voice calling rates. This means that calling a US number over Hangouts Dialer while on data that the call is free+ whatever data Hangouts uses for the call. If on WiFi, then the call is entirely free, if the hotspot doesn't charge for connecting to it, of course. Calling an Italian number via Hangouts is less than 20c in most cases, so it would save you tons of money in the long run compared to always getting charged 20 cents/minute for every call regardless. Works fine for me. Well, there's a pretty bad latency, so I don't use it but it does make and receive calls.
I am, but Hangouts also allows you to use your Wi-Fi connection to make phone calls on your telephone number. Because I live in Boston and am a student, I have generally poor reception indoors and find that using Wi-Fi to make phone calls results in many less calls dropped.

How's your Hangouts app, do you have it disabled? Try opening it then pressing Home (leaving it running in the background) once it's fully loaded.
After that, check the following setting: in the Phone app, go to Settings---> Calls----> Configure WiFi Calling and make sure it is turned on.

You can install the hangouts dialer and do everything over data. It will be over your goggle voice number though. This is with an Android phone. I am not sure about the iPhone.

What I found works is to install the Hangouts Dialer app, then the option in the Hangouts app for 'Incoming phone calls' shows up again.
The stock dialer app, no, it has no association with Google.
Maybe if you used the Hangouts Dialer, but even then, I doubt it'll send it right to voicemail.
I recommend this option as well. Only downside is if you want a new number (if you moved out of state for example) it's a $10 port.

It's a completely new application that can replace Skype, not a 3rd party drop in replacement client.

There are lots of VoIP apps that allow you to call for cheaper. Google Hangouts (on Android, install Hangouts Dialer) will let you call Canada for free.
I'm guessing you used the Google Voice dialer, which routes through your carrier (T-Mobile) rather than Google Voice IP services. In order to guarantee the use of Google Voice IP, download the Hangouts Dialer app from the Google Play Store and use that to make international calls.
Also make sure to disable "call forwarding" on your Google Voice accounts as it forwards Google Voice calls to your carrier.
On that note, if your international calls are being made to Canada or Mexico, you should be able to update your plan to include them for free thanks to T-Mobile's recent Uncarrier Amped revolution.
I had Fi set up in a similar way (2 Google accounts, 1 with the GV number I always use and a separate 1 with Fi).

Because you can have multiple Google accounts logged in on one phone, once Hangouts Dialer is installed, just check the box to have calls ring in Hangouts for your GV number account. This will allow you to make and receive calls to your GV number inside of Hangouts. It will require that you use Hangouts for texting and calls with your GV number and not use the stock dialer or messaging apps.
You can use Google voice to make unlimited calls. This would use your data. You can even port your number to Google voice and not have to worry about a second number. You can try out now and see if it works for you.

I'm thinking you'll be able to make it for about a month. Here's my breakdown.

Sleep on streets and parking lots, you'll have to be stealth in your van though and manage bathroom usage at your gym accordingly.

Hygiene
$80 - 1 month of 24-hour gym membership plus whatever BS activation fee they may charge. Shower there and use the restroom when you need. Don't work out too hard. You'll require more calories and you'll sweat more in your clothes, requiring you to use the laundromat. If you think you can cope with non-24 hour gyms, then do it and save on some activation/monthly fees.
$20 - various toiletries and supplies.

Communication
$90 - 1 year of phone service with 2 phones. Turn off data immediately and use public wifi where possible. Use calls for phone interviews only. For noncritical communication, set up a Google Voice account, and get the Google Hangouts Dialer and Google Voice apps on your shiny new LG Fiestas. These two apps combined will let you use your Google Voice account to call and text for free, so long as you have internet.

Gear up. Use cardboard, leaves, pine needles or a foam-air mat under you for insulation.
Carry a water bottle and the means to fill it. Water filter if you like, or some 30 minute water purification tablets. Don't buy the 8 hour tablets. Stupid to wait 8 hours for a drink. Add several 2 liter bottles when crossing the dry places.
Cat food can alcohol stove, or beer can wood burning stove, or hobo stove, buddy burner stove. Always use a cardboard/foil wind screen with a stove. Make a billy can or buy a stainless steel dog bowl without the rubber feet at Dollar tree and add a wire bail. Use aluminum foil for a lid if you like. Carry a spoon and a lighter.
Carry a days worth of non perishable food for times when you can't find something else. Oatmeal, peanut butter, ramen, instant potatoes, Knorr rice/noodle packets, coffee or tea. Learn to cook and then learn to cook over a campfire.
Will you have a cell phone? A wifi capable device can be invaluable for information. Any cell phone with signal can call 911, even without a plan. Not possible. You're making a regular phone call somehow. My guess is you have a default app set wrong, so that when you think you're making the call with Hangouts it's actually switching to the built in Phone app and making the call that way. But... let's check some things out:
Have a Google voice account and get a google voice number. Hopefully you already did this. If not, all your calls from hangouts will be from some random number Google owns and people won't be able to call you back.
Make sure you have the Hangouts Dialer App installed.
Open Hangouts. When it's showing your chats list, you should have a Chats tab and a Phone tab. Click on the phone tab.
When your call connects, it should look like this.
If you click the 3 dots in the corner and choose "Help" it should talk be help on using Hangouts calls. If not, you're not in the hangouts dialer somehow.
If things aren't right in step 6, you should go to System Settings-> Apps and clear the app defaults for apps like Hangouts, Hangouts Dialer, Phone, Dialer, etc. You might have to click something to make it show system apps.

It is possible to make calls and texts to and from a Google Voice number purely over VoIP, without a "real" US mobile phone being involved at all. I've been doing it for years, and frequently traveling while traveling abroad.
So please explain the difficulty that you're running into with more specificity.

This part is correct. If you want to make calls and texts from a phone without using VoIP, Google Voice will only forward them to a US number.

- Link Google Voice to Hangouts and then use the Hangouts Dialer app for calling and texting from your GV number. (This is what I've been using for years. The Hangouts app can be a little cranky when your data connection is poor, but generally work fine.)
- Sign up for the WiFi calling beta and then use the GV app for calling and texting via that app.

Vai ao menu das aplicações instaladas (as versões do android são diferentes por isso é provável teres que procurar um pouco, mas experimenta ver se não está em Opções>aplicações>gerir aplicações>tudo(no topo deve dizer algo desse género (downloads, tudo, no cartão SD, A executar))) procura por dialer (ou telefone ou algo do género) e deve ter uma opção para limpar as preferências da aplicação.
Caso não consigas (ou tenhas desinstalado a aplicação) é provável que tenhas que instalar outra aplicação de telefone (cuidado que algumas utilizam a internet para fazer chamadas) ou então instalares outra ROM.

- In Hangouts, set incoming calls on (Settings -> (Your Fi Account) -> Google Fi Calls & SMS -> Incoming Calls (On)
Make sure you turn this setting off once the outage is over to ensure you don't get double rings.
There are a couple of free plans.
Most commonly people use free wifi to make phone calls with Google Voice, Google Hangouts and Hangouts dialer. Skype to Skype calls are free and Skype to land line is cheap. Facebook lets you make video calls as well as voice and chat to other Facebook accounts.
Mint is $15 per month.
T-mobile offers pay as you go for $3 per month for voice and text only. If you use it a lot then that may not be the best choice but for an emergency phone its not bad.

Literally what he just said. Calls placed with your phone's dialer count against your 100 minutes. Calls placed using the Google Hangouts Dialer count against your data. The rate is about a megabit a minute - so 5 gigs ~= 5000 minutes. If you're on wifi it just goes over wifi (so ... free). If you're using Google Voice as your number, you can also dial out using the Hangouts App on your PC over your home internet and on the other end it looks as if you just called from your phone anyway. Likewise - an incoming call will ring both devices and up to you how you wanna pick it up. Also - you can use the Google Voice app on your phone to route regular calls (that do count vs 100 min) through that save phone number so things are totally transparent to the people you're calling and it doesn't matter if you're calling with your minutes, hangouts dialer over wifi, or your PC.
