This is the game, called cat (neko) collect (atsume). It's about collecting cats. Sadly, it's in Japanese, not English. It would be amazing if Google/YouTube decided to commit to Norway-style slow tv.
You could give Neko Atsume a try. The currency in the game is silver and golden fish and both can be earned through playing. The IAPs are to buy golden fish but they're not at all essential. There's also a 'daily password' section that lets you type in a code each day to get free fish.
It's from this Japanese cat game called Neko Atsume. You set out some cat food and cat toys and then cats from around the neighbourhood come and play with them. There's not much to it, but it's still pretty entertaining.
Neko Atsume is currently my girlfriend's obsession. Basically you lay out cat toys and food and attract cats to your house which you take pictures of. The cats also bring you fish which you use to buy better stuff and more rooms to fill with stuff.

I'm playing Neko Atsume furiously since I saw it on BoingBoing a few weeks ago. It's a mostly passive game where you place food and items in your yard to attract stray cats.
You don't need to understand Japanese to play and it's possible to get all the cats without paying, just a little slower. If you're not in Japan, you need to use a VPN to make a Japanese Play Store account or just sideload the apk.

A friend of mine swears by Neko Atsume, a Japanese cat collecting app that's been fully translated into English. You basically buy toys and food for cats who visit your yard, leave them out and if you return randomly, you may see the cats playing with toys and eating the food. Changing the toys and food can bring you new cats and there's even rare cats. Cats leave you fish as a reward when they're done and you can use that currency to buy more toys and more food. That's it.

I think Neko Atsume and Plant Nanny are pretty good at monetization. nothing annoying.
In Neko Atsume, you do in-app purchases if you're impatient. typical microtransaction.
In Plant Nanny, you can do a microtransaction to buy a large amount of seeds, or watch a video ad to collect a small amount of seeds.... which encourages the user to come back several times for the video ads.

It's called Neko-atsume (play store link), very basic/ addicting game. It has very straight forward instructions. You basically decorate your backyards and cats come to play in it, then they rate your backyard and give you sardines so you can buy more upgrades to attract more cats!

Buy cat food and cat toys - place them on the environment and wait for cats to come eat and play. You can name the cats that visit, and take pictures of them individually or in full-screen / panorama shots.

What about a category for idle games such as Neko Atsume, Tiny Bird Garden, Hungry Hearts where you don't need to play them for more than a minute or 2 at a time, then come back to them a couple of hours later? These 3 are free to play, no microtransactions, no nags to buy what little IAP they have which isn't necessary to progress or complete the games.

Neko Atsume is a very zen game about getting virtual kitties to visit your yard. It’s super cute. You put out toys for the cats to play with and they reward you with fish, which you can use to buy more toys for them to play with.
Free! No ads unless you choose to view one. You can spend real money to buy “gold fish”, but you earn gold fish playing the game and can convert regular fish to gold fish.
App still receives occasional updates a few times a year. No time-limited events so far. It’s very much go at your own pace. I checked the app 3-4 times a day for 5 minutes at my peak obsession.

DragonVale is a game about breeding dragons and decorating a massive floating dragon park.
Free! Like the Sims Freeplay, all actions take a certain amount of time to complete, and you can skip waiting by using gems, an in-game currency you can buy for real money. If you don’t pay for gems, the game is 100% free, and IMO that is very doable since you can earn gems in-game. I earn about 14ish gems a day.
It’s a slow burn. I usually play about 30 minutes a day, after doing my Neopets dailies. It’s not a game you can binge, since everything is tied to a timer. A lot of the fun is slowly building up your park over years. There are quite a few seasonal events, but everything returns, so don’t worry if you don’t get a limited thing right away.
If you start playing and are looking for an online fan-community, I’d highly recommend THE DragonVale Community Forums. Similar to our own subreddit, it’s a small, friendly, and older crowd (very often frequented by grandmas and grandpas). It even has its own cultural quirks… Koala!
O.K., so this is a choose-your-own-adventure fantasy mystery romance story. Really not sure if that’s what you’re looking for, but I’m enjoying it right now so I’ll recommend it anyway. You play as an apprentice magician / fortune teller. You choose your character’s name and gender. It’s not quite as corny as the screenshots on Google Play suggest!
Free! Some choices cost coins, however you can earn coins once a day from the app.
There is about 1-2 hours of content, depending on how fast you read.

I don't think there's anything quite like AC on mobile, but here's some games I have enjoyed that might scratch similar itches?
Pet games/games where characters go off and do their own thing and you check back/care for them:
Neko Atsume (there are numerous imitators with other animals which are generally not very good, but they exist)
Kleptocats (a bit similar but more of a collection game)
Godville (fully hands-off observation game involving a questing hero)
These are less like AC but fun Japanese games if you like the others (you don't need to understand Japanese):

ねこめぐり (feeding feral cats)
ねこ畑 -ほっこり畑でねこ育成- (an odd cat growing game)
Kairosoft games might be more like the "village of characters doing their thing" type. There are many and they're all pretty good but some similar ones might be:

Yay, I finally got here early. I'm almost done with Neko Atsume (cat collection)! It's in Japanese, but easy enough to navigate and there are tutorials available online. Another one I've been playing is Alphabear by Spry Fox, they made the PC game "Road Not Taken" too. Really cute mobile app, except you need to wait for pretty long periods of time to play levels (they cost honey).
