For all android users:

2 Download video live wallpaper https://play.google.com/store/apps/details?id=com.ccpcreations.android.VLW
3 Set a new wallpaper (by your default wallpaper app)
4 Click on video live wallpaper and go to settings
5 Choose the file where you saved the video.
6 Apply wallpaper.
It'll drain your battery like a motherfucker, but here is an app where you can set the .mp4 version as your wallpaper.
Download the mp4 to your phone
Install this app
Go to Settings -> Display -> Wallpaper -> Live Wallpaper
Tap on Video Live Wallpaper -> Settings -> Video Source and browse to the directory you saved the mp4 and select it
Go back out of settings and you should have a preview of the video as the live wallpaper
Tap Set wallpaper and your done

Install it, hold down on your home screen, select wallpapers > Live wallpapers > Video Live Wallpapers.
Then Set Wallpaper and choose the file.
Job done.
I downloaded the mp4, then used an app called Video Live Wallpaper to apply it. Crazy that the app is almost 3 years old and still works great.
As far as downloading the video file from Twitter (on mp4 format), that's what I'm hoping someone will know to do.
As far as how to set videos as live wallpapers on your phone, there's the Video Live Wallpaper app on Android.

I recorded a simple scene with my ship at my home planet for about 40 minutes, chopped up a day and night cycle so I could use Tasker to swap between them at certain times, and slapped it onto a simple Live Wallpaper app.
This combined with UNITS RECEIVED for my notifications makes for a fun interface for an interloper like myself.
I'm gonna make custom icons next, to really complete the look!

It might have ads? I'm not sure, I have them blocked on my phone. The video quality isn't the greatest for the app, but it behaved the best from all the ones I tried

People say there's an option on the phone where you can put the video as lock screen wallpaper. So, there's that if nothing else works for you.

Just save the youtube video (.mp4) and use the android app to set as a live wallpaper. was fairly easy - not difficult at all.
What app are you using to make the live wallpaper? I'm using Video Live Wallpaper and while it's old as hell it still does its job just fine.
Just to provide an alternative:
I use this one Video Live Wallpaper, because it has no intrusive app permissions, it's free (donationware with small ad in settings screen). No icon in app drawer, just go to your wallpaper settings (long press home screen), select it and configure it there. I've used it for years and never noticed any battery drain from it.
The negative reviews I'm seeing is from people who don't understand there's no app icon in launcher.
Every other live wallpaper app I've tried is trying to accumulate as much data on me as possible and/or bombard me with ads and is either missing features or offering too many unnecessary features; no thanks.
I use this app called Video Live Wallpaper. The interface is a little crappy and there may be better apps (I'll gladly take recommendations), but it works for my purposes. No app icon, as it's a Live Wallpaper, just go to change your wallpaper, it'll be there.
It's only for mp4 video, but you can easily convert a gif to mp4 online.
Select a video. I set Rendering Mode to Stretched and Swiping Smoothness to Smoother video.
I've been using it for a year or so, with a couple of different videos with no problems and no noticable battery drain. (u/bluepillcarl)

It was the third one for me. This is exactly why I asked. I just downloaded it, will try it out later during poop time.
I did it by converting the .gif to a .mp4 and using the Video Live Wallpaper app.
It's not 100% taht simple (well maybe there is an app i don't know of) but what I do is use one of the 1000 "youtube download" websites... then i use this app:

For iOS? I don't think there's an API for that :/ Android would probably have an app for that.
