I know what you mean about tagalog being a niche language..
I've just started and THIS has helped me get a basic understanding on the conversation side of tagalog. It eases you into it with taglish to help you understand how they structure their sentences. There is a free version if you want to sample it first.
I am also using THIS to learn words. It's not the best but I will use it until I find something better.

This app gave me everything I needed to know to pass all the exams. I just took practice tests over and over and remembered the correct answer when I got questions wrong. There were some questions on the actual exam that weren't covered on the practice tests, but I still got high scores

I've used it for 4 semesters and it is a game changer honestly. It's hard to describe how useful and functional it is over text. The Windows 10 and Android apps run very smoothly, and I hear good things for the iOS app too if you have an iOS device.

Hey! Not OP but I'm pretty sure the "Gibson" app is this one here, it's a mobile app. I've heard this "Crucial Exams" one is better though. Enjoy!
I like Celestron's SkyPortal. It's primary use is to control Celestron telescopes, but it's free and built using Sky Safari, which is not.

After learning all the essential Tagalog words and structures you can slowly increase your vocabulary then substitute Tagalog words for the English words.
How can I learn to speak Ojibwe? Are there any resources or fluent speakers in nearby city centers? (North Bay, Mississauga, Toronto).
