Most likely you're seeing water lilies, duckweed or some other aquatic plant. The river is quite overgrown in summers as you can see in streetview. There is nothing in Yandex maps and neither anything at Bing maps. Historical imagery on Google Earth shows variating pattern of lighter spots, with the only consistent one being the white speck near the top of river, close to shore.
When searching for “GKB-29”, I was prompted with a Russian morgue/hospital.
I also found a review page for it, so the text in the corner is probably referring to a real place.

Agreed. The neighbourhood isn’t amazing, but it’s nowhere near as bad as a telephoto lens makes is look. There are trees, the distance between buildings is reasonable (enough for sunlight to reach to lower floors, and there are green areas. The trees are still short but this will change in time.

This settlement is called Zapolyarniy and the large building in the background is a coal mine. Zapolyarniy is a satellite town of Vorkuta, and like most of the satellite towns, is mostly abandoned due to the coal mines, which are the primary source of employment, closing.

probably not. If the government would concern about the privacy issues, they would not allow to drive street view cars by Yandex Maps or Belarusian company called Interfax either without automated blurring people’s face or license plate.
It's in Asia, but the continental divide is right outside the city, some 30 km. south or 45 km. west of the centre. The divide is designated by a number of markers, ranging in size from monumental obelisks erected by the authorities to humble stones and wooden poles put up by local enthusiasts. You can see a list and some photos on this page (in Russian), and I've made a quick map of all locations near Ekaterinburg, except the misplaced ones.
[Upd.] On the map, I've also marked Lake Chusovoie, which is curious in that it drains to two basins on two continents: to the south, an unnamed brook flows out to Chusovaia river (a tributary of Kama, further of Volga); to the north, another brook is the headwater of Patrushikha (a tributary of Iset, further of Tobol, Irtysh, and Ob).
