I have been using Hiya for years. It can auto-block spam calls and any numbers not in your contacts if you want it to. It lets you flag a number as spam and shows how many other people reported it too.
Probably because it is a Verizon phone where mine is an unlocked phone. I guess they take away the ability for you to block spam natively. �� Although it is just using Hiya, so you could install the app separately.
I used to get at least one robo call a day. I never answer my phone. It infuriates the hell out of me. Then I came across an app called Hiya It has a list of scam numbers and can autoblock them. You can also send everyone not in your contacts straight to voicemail. Pretty handy. Hardly have any spam calls come through anymore.
If you have an Android, I know of two apps that have shrunk the number of spoof calls from 1-2/day down to ZERO! The first is Hiya Caller ID & Block and Truecaller: Caller ID and Dialer. Personally, I'm not a huge fan of Truecaller due to their data practices, but their product paired with Hiya leaves me with absolutely no more robocalls.
I was at my wit's end before I started using these apps. I'm very happy now that it's been at least 2-3 months where I haven't had a single robocall/spam caller.

I just use the block feature to stop calls once I get one. I guess I finally managed to get most of the ones who target my area code because I haven't gotten one in a while.
The app has a feature that automatically blocks numbers that other users reported. Unfortunately, I can't use it because I get calls from load brokers since I'm a truck driver. I've seen several of the numbers they use flagged as suspicious. I guess it's from accidentally calling wrong numbers.
The Whitepages caller ID app is surprisingly good at this if you just want to send the blocked calls straight to voicemail. In addition to blocking numbers, it identifies known spam numbers when they call you so that you don't have to answer to find out.

I've used Hiya successfully in the past. It blocks numbers at source that are reported as spam, and can send them directly to voicemail (you get options).

There are free third-party apps like Hiya that do the same thing as Premium Caller ID. Its the same solution used by T-Mobile, Samsung, and AT&T.
Pretty much everything you mentioned here is what I experienced. Honestly I'm still in shock that Sprint customers are willingly paying for this service. It's not what I expected for post-paid service.
+1000 for Hiya. I like that it has a caller ID function, also it blocks the call so it doesn't show up as a "Missed Call" on my phone log. I'm using it for Android, you can block calls by default but they still show up as a missed call, which is annoying. I don't want to give these idiots any of my time.
This is not a plug. (well maybe it is) But I recommend you or anyone install the Hiya app. This will help minimize and give you to option to report/block spam calls. So others don't receive these stupid calls.

I don't use any Samsung or Verizon caller-id service, however I did discover Hiya and I recommend it highly after trying a few similar apps out without success.
It has done a great job of caller ID and recognizing telemarketing and scams.
Been using Hiya for a little bit now and it works great. You can turn off all notifications and won't even notice when a call is blocked

So far it has always let me know before I answer when a number is suspected of spam. It requires a lot of permissions though, so that may not be your thing.

I use an app on my phone called Hiya to identify spam and scams. It also has a great feature to block phonecalls from private numbers, and it's free!

I use an app called HiYa, and I just use the free version.
I originally got it because I was being bombarded by calls from the Houston Texas area code (I live in South Florida and know NO ONE in Texas). They were the typical "car warranty" or "this is the IRS, your SS # has been suspended" and "do you want to sell you house" spammy bullshit.
It allowed me to block entire area codes. It uses wildcards for blocking you you could block just an exchange in an area code if you wanted to like 561-222-xxxx or just 561-xxx-xxxx.
It has another setting that will only allow calls from your contacts, everything else gets blocked.
Blocked calls are sent a text message telling them they are being blocked and to send a text explaining who they are. Scammers Telemarketers and bill collectors don't seem to be able to receive these so that's fine too.

I downloaded the hiya app from the playtime and it allows you to block numbers that start with area codes. My unwanted calls from dropped to almost zero after blocking certain area codes

You can add numbers to a block list in it and I don't think it stops SMS at the same time.
Do the robo calls mostly have the same area code as yours? That's the case for me, fortunately my phone's area code is not from an area I live in, so I just used this app to block numbers starting with the same area code as my number.
The app also has a feature to whitelist a number from a blocked area code, if it's already in your contacts.
So based on a cursory search, that Samsung functionality is taken from the app Hiya and just integrated into the Samsung dialer—maybe try it and see if it helps? I know you specifically said you don't want a screening app, but this might be close:

If you're getting phone call on your cell, look into an app called Hiya.
It screens out known spam numbers, telemarketers, and suspicious phone numbers that may have been spoofed. It doesn't always catch everything, but the number of people offering to reduce my electric bill has fallen dramatically.
I have been using Hiya. Its very good at identifying telemarketers. For some reason it dosn't always block them properly. Maybe android is putting the app to sleep or something. It also tells me the names of callers when they are legit but not in my contacts which is nice.

Check out Hiya. It has excellent accuracy and sensitivity (ie not too many false positives) for identifying spam because it is crowd-sourced. I have it set to automatically send any number that is not in my contacts to voicemail and simultaneously auto-reply to the number with a text telling them to reply to the text with their name, then to call back after doing so. It's a wonderful program and it's free.

This happens to me all the time. I enter the first 6 digits of my number and the app automatically blocks all calls starting with those numbers. Sometimes the call will pop up for like a second, but that's just the delay before Hiya kicks in and blocks it.
It also does a good job of identifying and blocking potential spam numbers too. Highly recommend checking it out.

I'm curious, why did you change from the unlocked version to the Verizon one? Typically people want the unlocked ones because the carrier editions are notorious for this kind of stuff.
It's actually possible to flash the unlocked firmware back to your device using Odin if you really miss Smart Call. Here's a link to the guide.
An easier alternative would be to just install Hiya. Smart Call just uses the Hiya database anyway.
I'm fine with some data collection since that's needed to make something like this work. However it's the extent that Truecaller collects data (call times and duration) that bother me.
Also not having any option other than a monthly subscription to remove ads is annoying.

If it's a cell phone, try Hiya for iOS or Hiya for Android. It's pretty effective at filtering robotcalls and scams.
IRS will communicate via written documentation. Do not answer these calls, do not pick up and speak to anyone, give them nothing to work with.
In fact, go a step further and install something like Hiya on your phone to screen these scam calls out. All calls on Hiya are peer reviewed and blocked if scam or telemarketer.

This is just Hiya identifying a scammer. A lot of manufacturers are integrating Hiya into the Android dialler by default now.
T-Mobile removed it to try to sell their own service. It's based on the Hiya app, which is free if you download it directly.
Idk about the voicemail to text, but T-Mobile caller ID is powered by Hiya... who make their own app... that's free.
So I don't know why you would pay for the T-Mobile one anyway. It's literally just a subscription based version of the same exact app with T-Mobile branding. It's a complete rip-off.

Works good and what it does is get you a bubble like the FB chatheads with info regarding the number. Not integrated as it should but it does the job and does it well
If you're on an Android phone, use this Whitepages app.
It lets you know if anyone has reported the number calling as a marketer or scam (even offers a pop-up "Scam" or "Spam" warning. Then you can choose the option to block the number. It's not the same as having the phone company block a number for you (which as I've heard practically requires an act of congress to make happen, and is impractical with so many numbers), so the phone call still registers on your phone and call history, but it sends the number directly to voicemail.
Not a perfect solution, but better than having to deal with every call that is made from these jacktards.

You want Hiya, Should I Answer?, and RoboKiller (Search for it. It is in beta for Android). Hiya and RoboKiller are also available for iOS. When used together, they effectively stop all spam calls completely. Enable answer bots, but only use the "Just Silence" bot. That makes sure you any misdirected calls don't meet something confusing.
Avoid Truecaller. It is owned by the Chinese and might send your information to their state security services. They were suggested to have military ties.

hopefully those links will work on mobile, if not then i'm not sure how to do it. its currently got 4.4 stars with 173k reviews on android and 4.8 stars with 23k reviews on apple. i wish i had known about it sooner as it cuts down the number of times i have to think if i really know the number calling or not. i'm sure it does more shit too but the message when receiving a call is all i really needed it to do for me.

With Cellular you can get an app like Whitepages ID that will also block known spamming and scamming numbers.
If your landline has simultaneous ring, you can use Nomorobo. It filters out the overwhelming majority of robocalls automatically - your phone will ring once and stop.
If you use a smartphone - use Hiya for iOS or Hiya for Android.
Both are free (Nomorobo is free for landlines, Hiya is free for smartphones).

You can get call spam detection using the Hiya app or the Google Phone app. Newer (10+) Android versions even let you select spam call filer app in "Default Apps" settings. For text (SMS/RCS) spam filtering, you can use the Google Messages app.
