Before I got my second display, this was basically a must-have. VLC Stream on top of my Dota 2 game to watch dota while playing dota? Yes please.
Just FYI even if you only have one monitor there is a cool program called OnTopReplica that lets you clone any window into a little overlay that you can put on the corner of your screen, make transparent, send clicks thru etc. You can even just select a tiny portion of a window to turn into it's own window- such as a countdown timer- then you can shrink it down, put it near your taskbar or wherever to keep an eye on, change opacity and whatnot. I use this for watching netflix while playing some games or monitoring a facebook chat tab without showing any of the rest of the site.
It's free, easy to use and incredibly useful/cool even if you already have multiple monitors.

Edit: And I almost forgot, if you have a smartphone there is an app called SpaceDesk that lets your computer recognize your phone screen as an additional monitor and stream to it wirelessly. So you can stand your phone up landscape underneath your primary monitor and keep chats or music player whatever down on it/out of the way of whatever else you are doing. Also another good option. Why buy a second screen when you already have one?
Also just FYI in case you think it's a big investment, used 1080p monitors are dirt cheap. I got a samsung and a viewmaster at my local used book store for about $20 each and they are both good enough for gaming. I already had an asus 144hz as my primary and the other two are just fine as side monitors. Sure the colors are a little off and they are 60hz but when you are playing a game you're really only gonna focus on the middle monitor. The rest is peripheral vision and your brain filters out the bezels or little differences.
There's a program called OnTopReplica (https://github.com/LorenzCK/OnTopReplica) which can be used to enlarge a specific region on your screen, I haven't tested it for the taskbar/dock region but I'm assuming you can select just the discord icon (what you have shown) region and make it expanded to the entire screen.
I've done the same thing before for stuff like monitoring text from a webpage etc, (and I've seen it being used to make enlarged minimaps for games like DotA) so I can confirm it works.
Gonna hijack the top comment and suggest OnTopReplica which has fully working click-through and click forwarding, 4 different transparency settings, and is resizable, and I've been using it for months.

OP's work is a good start, but in case you are having issues, these apps have been around for a while now and they work flawlessly.
OnTopReplica is handy tool for this. It lets you select a window and then crop what section of it you want be visible. You can even make them transparent and enable click-through so that they're completely out of your way. Oh and a tip for anyone who tries it, you can create preset window selections so you don't have to crop netflix/youtube/twitch/reddit/whatever every time.

You have to play in borderless windowed mode, and alt+tab if you want to change what it’s displaying but if you’re just turning on a movie or podcast or long YouTube vid it works like a charm.
You could just use this tiny program though: https://github.com/LorenzCK/OnTopReplica. Overlays any selected window with sizing, transparency, region definitions, etc. Would be better if you don't want to be flagged for botting from using AHK.
Not the best solution, but I've used OnTopReplica to cover up the subtitle portion of the screen with either a flat color, the area just above and below the subtitle area, or whatever you want really.
If you set two instances of OTR up to replicate the video, one covering a small area above the subtitles and one below, it actually does a nice job of covering the space without being a super distracting color blob.

works great. You can copy any window into a new one that is always on top. After you selected the window, it lets you cut out the uninteresting parts, so can have only the video part of a twitch or youtube page on top. I changed my wow interface to mostly have dead space in the top right. Moved map to the bottom and questlog to the left. Now it fits a big video into it without messing with any usability

I set mine so it's a borderless window of YouTube/Netflix, and then position it in the top right of my Elite window, so it doesn't really block anything if I'm jumping or grinding.
Do you need the window to be interactive while it's in front or do you just need to see it? I use a program called OnTopReplica to watch YouTube and Netflix over games sometimes, but I don't think it lets you interact with the window at all. You can just see it.

It creates a copy another window (you can open more than one instance of the program) and you can crop it until all you need to see (the chat, recent events, etc) are at the size you need them.
It should take you some 20 minutes tops to get everything adjusted, but I also recommend that you try playing a game with it before you stream, so you get used to it.

Yep, I've done this for years. Only with TV/Movies though, not audio books.
A bit trickier since I only have one monitor but I used OnTopReplica and ran games in borderless mode. That program will clone any window into a resizable on-top window that you can lock in place and allow clickthrough. So doesn't matter if I'm watching YouTube, Netflix or Plex, I can still enjoy viewing while playing. Certainly good for slower paced games like Civ, Stellaris, Eve Online.
Although now you've suggested it, I might start doing it with podcasts now.
This plugin for firefox (and i think chrome) has some really good unadvertised pip features. Its regular intended use I use to make all my streams “full browser” and then use the windows10 corner snap thing to arrange the streams.

This windows program is good for when a streaming website isn’t playing nice or is displayed weird. It lets you just choose (almost like a screenshot tool) which part of the window you want to focus on, then gives you a floating window of just that selection.
You might also find this program handy. It allows you to make a window semi-transparent and always on top. When using desktop mode, you can use it to superimpose your reference image on the VaM model to let you better shape the model to match the picture.

i have bad eyes. i play with yolomouse so that i can see my mouse cursor.
i experimented for a while with putting the minimap on my second monitor using a screen replicating app; i can't remember which app exactly (it might have been ontopreplica) - it basically allowed you to select a portion of the monitor and replicate it elsewhere and change its size. but i found that even though i could see the minimap better, i had to turn my head much more to see it.
also, i'm not sure whether it is allowed :/

It allows you to display windows on top of other windows, enabling click through so they don't interfere with your current active window, and has a variety of options like opacity and region select.
I'd suggest getting a plain red image. Opening it in image viewer, then open OnTopReplica and select the image window. Then select a region of just a red surface (That way you wont have any window elements or boarders showing). Next resize and reposition where you want it. Turn off boarders then go Advanced -> Enable Clickthrough. Hope that's enough info to get what you needed.
Before I had a second monitor, I used to use OnTopReplica to play YouTube videos, video podcasts, etc. over games. You can set size, transparency, click through, etc. Works for any window.

If you want to do this sort of thing on a single monitor/laptop I recommend checking out On Top Replica It lets you put a picture in picture style window (or windows,) anywhere on your screen, size it how you want and pull the source from nearly any other application. I use it all the time with Factorio.
I have used it in the past (it's been a while) and basically it copies a window and replicates it to be an always on top overlay. I'd give it a shot. With a quick Google search there seems to be other ways to do it like with chrome extensions but not sure of they overlay games. Most likely you will have to make the game windowed full screen
For ED I used a overlay program so it'd have YT/Netflix over the game. Lets me keep on trucking while still being entertained during the long hauls. Here's the program in question: link

That will allow you to select a window and region within that window to keep on top of all other applications. You can even make that selected layer click-through so if you mouse over to it and accidentally click nothing will happen.
I don't think it is a perfect fit for what you want, but take a look at OnTopReplica (https://github.com/LorenzCK/OnTopReplica). You could use it to select exactly what you want to see and then scale it or arrange differently. I think the drawback is that it scales proportionally, so you may not be able to perfectly fill the 43" tv screen.

Since you're on Windows, I can suggest (and use quite a bit) OnTopReplica. It is able to take a section of any non-minimized window, and display it on top of everything else.

Once downloaded you can use this application to capture a region of ff14 in another window and have it display on top of your current window. You pick an active window and it will create a PIP style window displaying that windows contents. It also has an 'always on top' feature to keep it at the top of your desktop.
It's not ideal but you could try OnTopReplica to capture parts of your HUD, resize it, and keep it on top of the game window, or on another part of the screen entirely. It's useful for maps and chat.
Open the photo that you want to work with (as an overlay) in any image display program that supports rotation and scale positioning...then using OnTopReplica set the opacity to multiples of 25% (Right Click -> Opacity), position the projection window wherever you want on your screen (overlaying the 3D modeling program workspace) then enable click through (Right Click -> Advanced -> Enable Click-Through).

In the comments you can find people having problems with Citra's qt-config not saving the edits made to it, so see "hector2icarus" comment below and copy his settings (except for the screen size pixel values, calculate those with the guide's OP). For the pixel values I could just use the same values as the guide since I'm also using a 1920x1080 screen and 1024x768 phone window size.
2: To get the HP and rockets to show up on the main window (also works for other games that have important stuff on the second screen) you can simply install OnTopReplica: https://github.com/LorenzCK/OnTopReplica/releases
Install it, open the program and in the window that appears right click and select Citra's double-screen game window in the "Select window" option. To crop it to the HP and rocket counter right click again and select "Select region" and drag a box around the HP and rockets. You can then resize and position the window to your liking, it will stay on top despite selecting Citra afterwards.
That solution using "OnTopReplica" worked for me.

I have no idea if it's what you're looking for or not, but I remember resorting to using an overlay for displaying the MINIMAP as the big map - before we could hide map mods always showing.
It was pretty much instant as far as I could tell, with no delay and caused 0 fps drops for me, the problem is, I don't remember what it's called anymore.

Looks like you can use OnTopReplica to have another window always-on-top. You could move some other window (like notepad or something) over the area you want to block out, and then use that program to keep it on top. Not as nice-looking as a black bar, but it gets the job done.

This allows you to 'copy' another window (let say chrome with Netflix) on top of everything. It allows to watch Netflix while playing the game with only one monitor.
I use OnTopReplica for this kind of stuff. I only have two monitors, so it makes it great while programming to be able to write code, use the other screen for debug, AND watch something on Netflix as well.

If you've got plenty of hardware to throw at the problem I also think you could probably get Open Broadcaster Suite (known as OBS) to do what you want, as it is very configurable and scalable. But it's also very heavyweight as it's not really designed for putting overlays on games, it's designed for putting overlays on streams of games. so you might have to do some clever configuration to get it to do what you want. Many streamers run OBS on a second computer because it is so resource intensive. Still, it's a cool tool for creating overlays.
I use OnTopReplica to do this. It allows you to choose either between a whole window or a region you want to display picture-in-picture. I have two monitors, so usually what I end up doing is opening up Netflix, launching full-screen, selecting the entire window using OnTopReplica, and then alt-tabbing out of the screen.
That way, I can play my game, watch something in the corner, and have something up in my other monitor. Usually Discord or something.

It's not a mod but I found a program that lets you do this called OnTopReplica that I will probably try out myself. There are a few threads about using it to pass time in games with a lot of farming. In case you need to piece together a solution, OnTopReplica (https://github.com/LorenzCK/OnTopReplica) is great for displaying a window always on top and wherever you want it. You'd just have to find the timer program to use with it.
Hey! I just remembered to reply now that I'm actually starting my stream, hahah. It's called "OnTopReplica" and it works fairly well, You can also right click when it is open and enable the ability to click through the window so you aren't clicking on it and messing up your game.

Enjoy! It's not the greatest app for it, but it gets the job done and I have few issues using it. You only might run into problems playing full-screen applications, so always run the game in borderless window.
No-Second-Monitor crafter tips:
1) OnTopReplica will let you overlay something over your game window, such as youtube or netflix. You can make it click-through for easy pausing/resuming
2) MPC-HC can be set to be always on top, and you can press "1" to make the window borders go away
With a ton of tweaking many webcam suites would allow for this - but it would be buggy at best without a LOT of effort.
You could, instead, use a webcam and just have it always showing on your screen in a mostly transparent window. Maybe use OnTopReplica to have a non-interactive mostly clear window playing the video in your screen bottom corner.
