If you're on Android, you could try the app "Mr. Number". It auto blocks all suspected spam calls based on a reporting system. It has millions of users, so most spam numbers have been added to their list, and if they aren't, you can add it yourself.

The only bad thing about it is that it doesn't completely block the calls, it usually rings for about half a second before it's blocked, but it's still much better than without the app.
Download an app called Mr. Number. If you get a call like that, you can mark it as spam on the app. If enough users mark a number as spam, the app will automatically block said number on your phone. It's not perfect, but I've had a significant decrease in spam calls since I downloaded it a few months ago.
About blocking numbers, if you're on Android you can try Mr. Number. I haven't used it for long and it seems to be aimed more for spam, but if it keeps you away from your dealer, then I say go for it.

Go to block list (click the icon with the no sign) and click hang up on someone and a list of people will come up , click all numbers not in contacts or all numbers , then go to exclude and exclude area codes in your area or any other numbers that's it!
Mr. Number (Freeware). I use this app personally and have zero complaints. It does what it says, has no ADs, and as stated in it's about dialog is free and always will be. You can add notes to spam numbers to tell other Mr. Number users what the number is for. You can also block any number that you choose instead of having to rely on an unreliable database.
Looks like they ran an update on the app you suggested and it wiped out bad date info for users, I would probably look for something else. I personally just have two phones, I keep an iphone so it backs up to my icloud and haven't lost any client contact cards, notes and blacklists.
I use Mr. Number [Android | iOS], I usually ignore all calls that aren't on my contact list unless it's someone that might actually contact me or I'm expecting a call. It's handy since it auto hang-ups on known spam calls and you can check a number that has dialed you for user comments, and you can block numbers so they auto hang-up after one ring.
I normally check the number to see if other users report it as telemarketing, robo calls and etc. the app flags the "Chinese Embassy" scam calls as "Chinese Embassy" rather than outright block them though since it seems they use a bunch of numbers or number spoofing for the scam.

u/blipblipbleep I use an app called Mr Number and set a block rule for number "begins with 727-504" knowing I'd never call myself from my own phone and if I did I'd go to voice mail anyway. Everything blocked goes to voice mail and 90% don't leave one. Occasionally I get a robocall ad in my voice mail that I listen to for a couple of seconds, laugh, and delete.
In my case it is "865-..." but you get the point.
The key is it stops it before the ring tone even sounds, I see a quick pop up on the phone but don't even have to swipe it, it goes away in less time than it takes for me to think about it.

I use Mr. Number, works really great. You can block numbers with different criteria (numbers not in your contact list, numbers that begin with, etc). You can also hide blocked notifications so you never even hear a peep about it.
I've been getting these every once in a while for a few years and this last week it really increased. Like around 5:00 pm for a few days in a row I would get 10 or so of these calls back to back. I finally had to get an app called Mr. Number and used it to block any calls starting with the same first three digits of my phone number.
The weird thing is that when it started to escalate the callers sounded more like prank callers. Usually when I've received these, I'll answer and nobody will be there so I hang up right away. Last week I answered and stayed on the line for a few more seconds and some guy came on the line claiming I had been asking his girlfriend for nudes on Facebook (wtf?). So I hung up and then a few seconds later get another call (same first 3 digits but different last 4) and it was someone doing an Indian accent so I hung up right away and blocked all the calls with the above app. So fucking annoying.

I'm using it since my own mobile number got somehow into the monthly rotation of a few spam callers. (Basically the same case you described.) And it work's like a charm.
As far as I know there isn't an in-built way to block by area code. You could use the Mr. Number app to do it though.
I've had good luck with Mr. Number. Like any other app it doesn't catch all of them, but it does catch a few and includes a caller ID function. It automatically whitelists contacts and is user feedback based so you can report numbers that are spam. With enough reports it goes into their community list and blocks it from everyone.
I used Mr. Number on my previous phone, but now I don't use it anymore. My Xiaomi phone already has its own blacklist feature that's quite handy.
There's great app called Mr.Number for android, that lays an overlay on your incoming calls to tell you if calls are possible scams or spam calls from an ever updating database of suspect numbers.
With the last few Hiya updates (version 7) my phone would ring 2-3 times and then send the call to voicemail. I do not want to hear the phone ring unless it is someone in my contact list. The old version never rang unless it was someone in my contact list.
Also, I did not like the text messages Hiya sent to unknown numbers. I switched to Mr. Number (also a Hiya app) and now my phone does not ring unless is is a valid call and Mr. Number does not sent text messages to unknown numbers.

You can put numbers into the "spam" category and config the app to directly end the calls. Is awesome and ever since I installed the app I haven´t even got the notification for the calls (they just get cut inmediatly)

It used to have the ability to hang up spam calls without sending them to voicemail but for some reason or another they had to disable that feature. It also syncs with a spam report so you can see what others have said about the number.

Download the Mr. Number app. You can block and auto-reject calls (either to voicemail or immediately pick up then hang up for you). It has a pretty decent database of known spam/scam or suspected numbers and you can select to block them automatically. You can also add individual numbers to block lists. It works for texting as well.
I was desperate for some kind of call blocking system that would wouldn't let this psycho lady get to my voicemail. She would call/text 100 times a day saying I stole her boyfriend (definitely not) and we needed to "talk." She was absolutely manic. Crying and screaming and then calm and friendly. THIS. I use Google Voice as my business cell. It rings the same cell phone that my personal number rings. I have no home phone or landline for the business. No trouble getting calls from clients or personal callers and very few telemarketers. IF one makes it through I use the Google Voice block feature and Mr. Number to handle them.
You won't be able to do that through Verizon. Install a third-party app like Mr. Number and set up a rule to block all numbers with that area code.
I use the Mr. Number app. Once you block them there, your phone usually doesn't even ring if they try again from the same number.
Doesn't help that the dickbags change numbers all the time, but it's about all you can do. They have a lookup function, too, where you can see if others have reported the same number as spam if you're not sure that it's somebody you want to block.
I know there are more features at the premium level with them but I've never tried that. Not perfect, for sure, but better than nothing.

As an added bonus it will show which numbers have a high spam rating saving the effort having to research the number on the internet.
Yes but the phone still rings. But Hiya also has this app called Mr Number that augments the Hiya features. Like blocking an entire set of numbers. You know how scammers will spoof caller ID buy pretending they're calling from (your area code)(your first 3 digits of number)(random 4 digits)? Mr Number gets rid of that. Hurray!
I use Wide Protect and block all numbers from my area that aren't in my contact list.
e.g. my areacode is '111' so wide protect blocks anyone calling from 111-000-0000 to 111-999-9999.

I use an app called Mr Number which allows you to block certain numbers (eg not in your contact list, 'Hidden' or unknown numbers) and so on. It also advises you of suspected spam numbers as well. I haven't had any real issues with it (although I tend to flick my work phone through to my mobile when I'm working from home and this is unfortunately a 'Hidden number'. It might be problematic now as the latest reviews on the Play Store suggest that there is now a subscription fee.

That's why ground lines suck. I have an app on my cellphone (Mr. Number) that alerts me to spam calls, and can even block them automatically.
It's completely free and has no ads. It does what it says, blocks numbers and stops spam. This is by-far the best app of it's kind I've used.
I downloaded Mr. Number on my phone and phones that have had several Scam Alerts are immediately routed to voicemail. Ones that only have a single report or two come with a warning on Caller ID letting me know of a possible scam or telemarketer.

There are several apps (Android, iOS and Windows Phone) that blocks numbers automatically. I think one of the more popular ones is Mr. Number.
You can also block numbers on your phone manually or just pick up the phone and make random noises to piss the salesmen off which I do all the time (yes, funny considering I hate when that happens to me).

I'm glad Google is doing this. But for those disappointed by its limited availability, let me recommend Mr. Number in the meantime. Starting maybe nine months ago, I started getting bombarded by one spam or scam call after another, and this app has all but eliminated them.

I recommend Mr. Number. It has a database of spam numbers that it'll block for you, adds in the caller ID for unknown callers, and allows you to report new numbers as spam so they stop bothering you (as well as other people).
Mr. Number kinda works: it hangs up on the call but only after about a second or two of ringing. The only sure why to do blocking is to root and use for example Root Call Blocker.
If you have an android cell phone, you might try out an app like Mr Number or similar call blocker. It will give you a choice of hanging up or sending to voice mail any number you want, so you'll never get a second call from the same number.

I've been having the same problem for months, and started using mr. Number app and its been pretty good at catching spam calls.

It's been happening to me too, and it seems that it's becoming a bigger problem every year.
In 2010 there were roughly a million complaints to the FTC about spam calls. In 2015 there were about 2.2 million complaints, and if things keep on as bad as they have been there will be roughly 3.3 million complaints in 2016. source
I don't know the exact reason that it's been getting worse, but based on what I've seen when it comes to things like DDoS attacks and whatnot I can guess that the spam companies have been finding more reliable ways to break the system.
For example I will not answer unless it is a number I recognize or it's in my phone area-code. If a spam company knows my area-code they can send me spam from numbers that are very close to that area-code or from the area-code itself which might trick me if I don't pay attention closely. Other times the caller id will be something official or scary sounding, these are easier to block because I'm pretty sure the FBI don't have their caller id set to FBI.
Unfortunately until the telecoms get off their ass there's not a whole lot you can do. There are a number of smartphone apps that will act as another layer of verification, and I've found this works well enough for me.

There are multiple applications you can download that will do this. I use Mr. Number.
Try Mr. Number or Hiya. Both are from the same dev. Both are great and ad free. If those doesn't meet your requirements, install Truecaller. It'll work for sure. Do note that Truecaller has ads (IAP is available to remove those) and you'll need to go to settings and disable all of the options that you find unnecessary.
