HERE WeGo has offline maps. It's essentially the evolution of the old NOKIA maps if I'm not mistaken. Fantastic free GPS/map app.
Google maps can be used offline but I don't think you can download full <em>countries</em>, just areas and it takes a lot of space.

Formerly Here Maps/Nokia Maps owned by Nokia, sold to a consortium of German car companies in 2015. Great offline support.
Nokia's mapping division was sold off years ago but is still around and retains the HERE branding. They have an Android app now which still supports offline navigation, works on the HMD devices just as well as any other Android phone.

Here Drive. I've been using it since the Nokia 5800 days (when it was Ovi Maps), and it lets you download entire states and countries (the whole world if you have the free space on your phone), and lets you do completely offline navigation, no cell connection needed.

Edit 2: It's come in super handy on road trips. On my way to Big Bend we had no connection for part of the journey, and almost none at all inside the national park, and the collections of POIs I'd made at home before leaving and saved on my computer (it'll sync with the phone app) came in super handy.

Here WeGo is pretty good. I use it when I'm abroad and going to places were signal is lacking.

The cell data screen on the Republic App will allow you granular control over which apps can access cellular data. On the 'CELL DATA' screen, just tap on the white bar at the bottom (where it displays 'Call Data Used') and you can toggle cellular data access for messenger, etc there.

It's a great GPS app that allows you to preload map data onto your phone, allowing you to use your phone's GPS without using data. It's a great app.
I personally find Here Maps to be better. The interface is much more intuitive.
And the quality of the maps seem to be at least equal, if not better, to Open Street Maps (although that may vary by region).
Nokia Here is great. It even knows the current speed limit and beeps when you go over (but in a helpful, not annoying way). Unfortunately, I'm invested in the Google ecosystem for my search history, starred places, contacts, etc., and the Here search is nowhere near as reliable as Google's.
AFAIK Google Maps will only store offline maps for 30 days, because of something about licensing.
Instead: Nokia HERE is the best offline GPS map app I've used.
Als App: Kann nur HERE WeGo wärmstens empfehlen (war früher mal die Nokia-Navi App, soweit ich informiert bin). Gratis offline Karten für ganz Europa (und eventuell weltweit, hab mich nicht weiter dafür interessiert), von der Bedienung her imho sehr angenehm und hat mich bereits problemlos durch Österreich und Slowenien navigiert. Die überwiegend positiven Kommentare bei einer gratis Navi-App sollten auch recht eindeutig sein.
The HERE app from Nokia lets you download State, province, or country maps.
It doesn't intuitively find places unless you are online but you can create 'collections' of locations that will be saved for offline access, or lookup addresses offline. good if you know where you will be and want to save some spots ahead of time, or as a backup in case you can't access google maps.

So now I want to ask:
You can see the data that Google collects from your account. My Activity will show you all the stuff Google collects and you can delete it. My Timeline will also show you where Google has you "checking in" with Maps. The timeline data can be deleted and can be disabled. FYI, Google offers offline maps and wifi only mode (which uses a tiny amount data despite being WiFi only).
Otherwise, I think Here is probably a good option for you. I used ti awhile ago but went back to Maps simply to have my Google apps more integrated with each other.
Edit: I think you should also just understand that navigation apps are going to need a fair bit of access to know where you are, manage maps, and give you directions.
I recently traveled in Europe using HERE Maps and had no issues at all. Highly recommended, although I can vouch for European offline maps only.
No recommendation for phones, but HERE WeGo's offline maps are great. Travelled around a bit with offline maps and they never fail me. In fact, Google Maps now support offline maps.
T-Mobile kinda sucks for domestic roaming. There no native coverage in West Virginia except for the panhandle. I have no business in West Virginia except having to pass through it while driving to Pittsburgh from the south. There's roaming on ATT, but 50MB is useless in the age of smartphones. For any roadtrip of decent length, I recommend downloading Here Maps and the individual maps for any states you're going through.

Try searching for the area around which your trying to save like the country and click download button when the place pops up click here. Also if you want offline for the best app is HERE WeGo it is good for offline use, I recommend having both google maps for online and HERE for offline.
If you have an android phone, you can use the free app "HERE WeGo". Inside the app, go to Download maps. (The map for Georgia is located under "Europe".) Their maps are also free and although I can't vouch for all of the Georgia map, I have examined the small village roads in my village and the map is accurate as far as asphalt roads go. Dust roads are not visible. The problem though is that there are almost no place names, so you have to locate your destinations by Google Maps and plot them into the navigator. If this is an acceptable solution, you don't need internet connection at all during your trip. I agree with TBOIOMATb_CYKA that reception is mostly exceptional, but the problem is that in some parts of Georgia there is no connection at all. You shouldn't rely on having a connection. You can also buy paper maps. There used to be a map shop right next to the Dry Bridge in Tbilisi which had all kinds of maps and a big printer to make tailor made maps for your needs.
Is the whole trip contained within the downloaded area? I don't think I have had issues with public transport in the saved maps.

GPS per se does not require cellular signal or data connection. Most popular smartphone navigation apps do require data connection for new route calculation and rerouting but some apps like HERE do not if you download offline maps. I'd suggest to download and setup the app just in case.
Give Nokia Here a try. It also supports offline maps and navigation for if you travel areas without cell service or are low on data.

That sounds good. One other option is Here maps (old Nokia), now owned by car companies, if OSM is not good enough for you. I don't know about their privacy, as I use OSM. But I would guess that they don't leak anything for google, as they compete against it.

in any case, I personally feel HERE works exceptionally (and there is probably a reason why it was bought off Nokia for $3 bn by a group of German car manufacturers), especially for offline navigation. It's completely free.

This is a free map+satnav that works offline (iOS version). I use it all the time on longer trips to save data and battery, the maps are good.
I went to China in January. I didn't have any issues with accessing Google services. I was able to get GMail and text over Hangouts on my phone, and on any WiFi connection with my laptop. The data was throttled down to something like 128mbps. It was enough to use Google Maps, but not any streaming service. Regardless, I'd recommend a service that does offline maps just in case, like Nokia's HERE maps. I ended up in a few places with sketchy or no coverage.
I received a text as soon as I turned my phone on in China that I could pay to get faster data access, but when I called, the T-Mo representative told me that they didn't offer faster access in China or Taiwan.

That was my experience as well. If I remember correctly, there was decent calling-only reception, but non-existent data reception ahead of time. Definitely make sure you make a map of the place available offline (I recommend this app for offline GPS)

You can download all the maps for realtime offline navigation. It's fast. It also includes mass transit options, although that seems to be a little more dependent on having periodic WiFi access.
To navigate the roads, download Here WeGo maps, it was (is?) made by Nokia. You can download specific areas, so you won't need data to make it work. This way, even if you can't get data at some point, you'll still have the GPS.
First of, we're talking replacing a iPhone with an Android device here, not a "dumb phone" as the title suggests. And you can buy either a used last year's flagship, or something along the lines of a Moto G and be alright - modern mid and even lower tier phones are not that bad anymore. Take care of it so you don't have to replace it again for a few years. It will do literally EVERYTHING your iPhone did so I really don't see where the iPad comes into the picture? Also tablets in general are dumb (I say this as a tablet owner, general technology enthusiast, and an IT professional).
If you need a device for productivity - the money would be better spent on a real computer (which you said you're saving for anyway).
As far as service check the various MVNOs but there are services with decent data allowances (~2gb) for $30 to be had. Personally I am on the T-Molbile/Walmart $30 plan that gives you 5GB (I think you may still be able to get this plan at Walmart).
As far as navigation goes - Here is what you want. It's free, it's good quality navigation, and you can preload all the maps (the entire US is around 6GB) if you have the room on your phone. Works without reception, although the search does work better online.
I've been using this app called Here maps for over a year, has filters for toll roads and everything, offline maps and you can download the entire world if you want or just countries. You can also search for any address by still being offline.
Works pretty much as a Garmin but much nicer oh but you can also connect it online and get traffic updates.
IIRC this company used to be Nokia maps long ago but not sure about that.

C'mon, HERE Maps on Android has over 10,000,000 installs.
Microsoft is not providing any public app download stats, but from just counting number of users who rated the app - 229,506 for HERE Maps on Google Play (it is a single app on Android for Maps and Drive), 1,113 for HERE Drive on Microsoft Store (US).
So by looking at this number it looks like that on Android they have quite good userbase, probably outnumbering Windows Phone userbase. When HERE Maps was just released for Android - Android users quite appreciated it, and many actually started using it.
I haven't tried Google Maps offline because I was unsure of how it pulled the map data. That's why I've installed Here and downloaded the map for my state. I also set it to stay offline, and so far with my Nexus 6P, I've had no issues with navigating using it. Just another suggestion.

You should give HERE maps a try. You can download the maps for a given country/state while on wifi, and then navigate without using data. I've got it downloaded now, but I can't speak to it's accuracy and usefulness yet.

You could try 'Here' if you're on Android. Lets you download maps for entire regions/countries. Doesn't require an internet connection.
I'd suggest Spark as they tend to be pretty good in the waikato and you'll get access to their wifi hotspots dotted around the country which could be useful. If you need more data, its easy to throw on another addon of various data allowances.
Plus if you need support, you wouldn't have to deal with Vodafone's terrible helpdesk.

Finally theres tripadvisor which can be useful for finding tourist attractions, however i have beef with the visitors of Queenstown who are clearly doing that region wrong if wine tours are rated #1. However in general this can be a handy guide to find the essential things to do in each area.

I have used Here on my wifi only tablet in both China and Australia. You have to download the region when you have access to data, but after that it works pretty well as a standalone GPS.
Download HERE Maps while you're home or on wifi. It's by Nokia and it allows you to download maps state by state to your phone, so you don't need a cellular connection for navigation.

Don't worry about whether they will work or not. They will. I'm not sure why Google allows some of the apps in the USA and not others, but they work as they should.

Here WeGo Maps is a good one. It's the one that used to come with Nokia's Windows phones.
Offline voice navigation works very well and you can download entire states or countries.
Even if you have your region downloaded on Google Maps I don't think navigation works properly.
Here We Go (ex Nokia Maps) is a really awesome alternative to Google maps. Very powerful with full offline maps.

much better app, allows you to download the entire state so you don't need to have your mobile data turned on all the time. You can set it to avoid tunnels and toll roads.
No GPS in tunnels means it will always drop out so you have to really use you eyes because the signage in the tunnels SUCKS giant donkey balls.
Luckily you don't really need to use the tunnels, they are nice to avoid traffic in peak hour, but all other times of day, taking the normal roads will be just as fast or no more and 10-15% slower than taking the tunnel. - and they are free.
I can't imagine other GPS apps are much more lenient on battery life than Google Maps, but if you really want to save battery, look for offline navigation. You can try HERE WeGo maps:

Sadly, Google Maps won't let you download their maps for offline use in Thailand.
Anyway, just invest in a power bank if you're going on long trips. A 10000 mAh bank should be plenty, it'll be able to re-charge your phone 3-4 times (a typical phone battery is 2500-3500 mAh).
Another option is a cheap Android with HERE WeGo.
A 5.2" Sony Z3 uses A-GPS, GLONASS, and BDS even without a SIM.
There are a ton of benefits with using a mobile phone over a dedicated SatNav. I do this myself if you have any questions.
Keep in mind that navigation apps that offer real-time traffic info will use data. I use Google's offline maps for my local area for Google Maps or Waze (which I understand will use Google's offline maps on Android, but not sure about iOS) and use HERE WeGo as a backup for state-wide navigation in case I find myself in a situation where Google Maps/Waze isn't working without data.

Personnellement, j’utilise Here WeGo (ex Here Maps).
Elle fonctionne très bien hors-ligne : le téléchargement des cartes inclus les POI, on peut faire des recherches en mode hors-ligne, on peut aussi établir des trajets et mieux que tout : même déconnecté, elle est capable de te fournir les trajets en transport en commun !

HERE Maps is a great app and competitor to Google Maps. Their offline maps are great for traveling without the use of roaming data. Bing Maps uses HERE Maps info on their app, so using Bing Maps or HERE Maps is basically the same, just different UI.
The best alternative I think is Here WeGo.

Good news! There is plenty of competition to Google maps. I like Here, formerly Nokia, but the OpenStreetMap ones are also good.
Offline maps from Here WeGo. It's not just great for the US, where you can pick and choose which states you want to download. You can get country specific maps and delete them when you no longer need them. It's awesome.

GPS does not require cellular signal. If you stay on the current route pretty much any navigation app will guide you till the end without any data connection. If you install an app with offline maps like Here Maps you can start navigation anywhere without any data. In Google Maps you can setup offline 120,000 sq miles areas that are updated on wi-fi only.
Navigation apps don't consume a lot of data even without offline maps because they cache data in miles-wide blocks. Unless you drive a significantly different route every day they use a few hundred megabytes a month.

Take the sim out is the best way, no stress about it - Also Download Here Maps and download Europe map offline if possible (10g) - Amazing transport info on that app (except for Amsterdam for some reason)
Just get Here Maps by Nokia. It's offline navigation is fantastic. Sure it doesn't have the cop and traffic info of Waze, but apart from that it's pretty damn good.
Or just use your phone as a WiFi hotspot and connect to it with the tablet. Also, if you don't have any data plan and do an android tablet install, HERE Maps is a great free navigation app that lets you download entire countries (or just states/provinces if you wish) to use offline.
Have a look at HERE Maps. Its the best offline Map App out there. It uses OSM Maps, you can save whole regions offline (I used it once in Spain: you can either save the map of all of Spain or only small regions like Kathalonia) and the best thing is you have OFFLINE NAVIGATION as well!!! Saved maps are reasonably small and I think you can even save them on a SD Card. You can search for Points of interest in offline Maps and propably also place makers. Im not shute about sharing routes, but I think if you only want offline Navigation this is your best option. Also, its free and there are no adds :O
I stopped using Google Maps when Google forced you to consent to 24/7 tracking in order to use it at all.

And you don't have to fight with it to get offline navigation, and it lets you download the entire planet to use offline to wherever you want to (internal, or sd card) and a decent range of voices. And it's really good map data too, Navteq/Nokia has been doing maps for much longer than Google. So there isn't weird shit like roads being wrong (looking at you Apple).
Also, navigation (Nokia Here offers a free navigation app with downloadable maps. Although, the magnets might screw up with the internal compass (would be fine with the GPS compass though)...
Hi. I'm using here maps on my bicycle for two years and there is no caching. You download entire country maps. For example England map is 450mb. I have that on my windows phone. I have offline turn by turn voice navigation as well as offline address and postcode search and voice navigation to any search result. I can download other country maps if I want to. You should try it. HERE maps is now on android for last few months. For any roadtrip of decent length, I'd recommend to install Here Maps and download offline maps for all the states along your route.

I tried to use Waze as well, and it just didn't work. There is a free app called Here, made by Nokia, that allows offline mode. You can download the maps onto your phone, state by state or country by country. It works incredibly well. You can even set it to beep at you if you are going X mph over the speed limit.
Spoken turn-by-turn directions is really good with it as well. You just won't get the traffic updates if you are using it in offline mode, which I always do. So I can't speak to how it handles traffic updates.
I've wanted to go the Sena/Cardo/Uclear route for some time. Funds just don't allow it currently.

On the GPS point, Here Maps is pretty great and has full offline support. No need to buy standalone GPS any more, imo (unless you're just partial to having a dedicated unit for that kind of thing).

Correct. Free offline GPS apps exist: Nokia HERE (there's also an iOS version), OSMAnd, NavFree. They allow you to download maps of entire countries/states/provinces, which is the only thing you need cell data for - the GPS receiver in your phone works using government satellites that broadcast a signal that anyone can use.
Nokia HERE is the best of the three, in my opinion. The maps for all of Canada are 2 GB, and individual province maps are 128-560 MB.
Yes, I have the $10/mo plan, and I can confirm realtime turn by turn navigation works with HERE. Just make sure you download the maps for your area and turn on your GPS (don't use battery saver mode for location).
Check out HERE Maps I've found it to be more accurate than any of the OSM based apps I tried. It also allows offline navigation and does really good with speaking road names.
If you need offline directions, get Here Maps. You have to download a ~200MB map for your state (or more for multiple states) but it really works. Play Store Link.
In case you're interested, OP is using the Here Drive app for Windows Phone, you can also get it for Android but it's still in beta.
Everything except 3. will work perfectly fine with what the core Flutter or ecosystem offers (4. can have problems on iOS in some cases due to Safari overzealous security policies. But that problem is universal no matter if Flutter or native). 3. though can throw up some pretty annoying show stoppers depending what you are doing, then again you might not run into any of them.

Instead of downvoting you for asking a question, I'd like to give you a constructive answer. And no, I'm not going to suggest OpenStreetMaps (although that could be a good suggestion for those with a certain philosophy regarding data privacy).
Navteq/Nokia maps still exists as HERE WeGo, a free maps and navigation app that supports offline downloads in a much simpler fashion than Google Maps (simply select your state and click download).
Works great when Google Maps tries to send you in the wrong direction. As someone who uses my car for work, I can tell you it happens more often than you would expect. Navteq has seniority over Google when it comes to navigation, and it shows. Any time someone tells me "don't rely on navigation to get here, because it will be wrong" I plug their address into Here WeGo and it takes me right to them.
It's also much more lightweight and runs way better on older devices. I keep it on my backup phone with an offline copy of my state and a few bordering as well. It's gotten me out of a pinch when I was in the middle of nowhere with no service.
There's also HERE WeGo which I've found really useful for offline navigation. You can download whole states or countries really easily.

I wouldn't use AA without data but if you must or want to cut down on data usage you could use use Here WeGo in offline mode (enable and downloaded maps in settings). Google Maps also support offline if you download the maps beforehand but I last tried donkey yrs ago so not sure how well it would work now.
It is very frustrating that this started happening to us. I still like the phone and after installing LineageOS it feels new again, but I am considering replacing our phones. This GPS problem is making it frustrating to play Pokemon GO and navigate via Google Maps.

I also tried downloading the offline map and turning off WiFi, Bluetooth, and Mobile Data and that didn't seem to help. :(
I am kind of happy to hear that I am not the only one with the problem, but I still feel bad that it is happening to all of us. I really didn't plan on buying a new smartphones for my family, but I might be forced to if we want to use the GPS functionality. If we only used the phone for calling, texting, and surfing the web, we wouldn't even notice there was a problem.
I wonder if anyone is experience this problem with their PH-1 that is not on AT&T or Cricket?

I don't like Waze either. In my experience it is slow and clunky.
I use "TomTom Amigo" and "Herewego beta". They are both excellent choices and perform well. Tomtom is a legacy player dipping their toes in the Android market. They are suprisingly good.
So far I think Herewego is a better app.
OSM/ Open maps was terrible. Didn't know if any destinations/ locations and looked like a throwaway project someone did in their basement.
Mapquest was good except they miss out on a lot of basic locations like the Red Cross building in Salt Lake that has been here for at least 20 years.
I really like Bingmaps and Duckduckgo maps but they only work on desktop browser. Hopefully they migrate to Android.

and then you need to go to the menu to download the maps for whatever region( e.g. North America).
Once the map download shows as done on the phone, plug it into PC and use the ADB command. Then delete the existing contents of the here-maps folder on the Navdy, and copy the files from the PC to the Navdy drive (which can take 2-3 hours because the write speed of the flash memory on the Navdy is pretty slow.)
Also if your phone has an SD card, it's possible the path might be a bit different for the command. If you only have internal storage on your device (like most Android flagships these days) and you're on a recent Android release, that command should work as-is, given that the second part of the command (the path to folder on your local PC) is valid. Obviously most people don't make the username on their PC username
so adjust that as applicable.

Too add to what /u/esfandiyar2 said about Tehran Metro, it's a very simple layout. The one he has linked is a bit out dated, as more lines and stations are added.While I was in Iran, I used "Iran Metro" app. It's very helpful Because it overlays the Metro line with the city map provided by Google, so you know physically where the stations are located in the city and whats near it.

I also recommend downloading a local offline map via Google Maps app or HERE app, so you can use it offline if you don't have access to a data plan or WIFI.
Now, some places that I recommend seeing can be easily accessed through LINE 1 of Tehran's Metro. I would say:
Helpful Map for points 1, 2 & 3.
1) Get off the Panzdah Khordad station, also spell 15th of Khordad, and visit Tehran's Grand Bazaar. This is a historic Bazaar, that was built at least 200 years ago and still retains it's old fabric and literally the bricks used to build the Bazaar. Today, the Bazaar is buzzing with buyers and sellers while it has kept it's old texture, offering modern items for sale, blending into an interesting atmosphere where the old meets the new. Also, there is a carriage ride that takes you from one end of the Bazaar to the other end (in the street, not the Bazaar itself). Great place to buy cheap souvenirs also.
2) The great thing about visiting the Bazaar, you can walk across the street (literally 3 minutes) to Golestan Palace. This historic palace is open to the public for viewing. You get to walk the great halls that once were only for royalty. While walking the halls, they have put up the gifts that were given from European royalties to the Iranian Shah. This also makes it into a museum, as many historical items and pictures are on display. I do believe they have a guided tour in English (99% sure).
UNESCO has given it world heritage status. Here is what UNESCO has written about it.
3) After that, ride the metro again towards Tajrish and take the 2nd station off, called Sa'adi station. Walk west until you reach the National Jewelry Museum, which holds Iran's national Jewels. I didn't know how beautiful they were until I saw them in person. It's claimed that this is the finest collection of jewels in the world. You will get to see the Sun Throne, or my absolute favorite, the globe made of Gemstones. The Shah ordered the his collection of gemstones not to just sitting around, so they made a globe, with diamonds filling Iran and emeralds filling the sea, and other gems for other countries.
There are guides that are fluent in English, Russian and French. However, the days and hours of viewing the are very limited, even more so the availability of the guides, so please check the hours prior to visiting. Cell phones aren't allowed here.
Note: Another helpful Map for point 3 & 4.
4) Also try to visit Berlin st. It is an outdoor Bazaar, setup the old fashion way.
5) Get on the Metro again towards Tajrish and get off the Shahid Haghani station. Walk into Taleghani Park and walk towards Ab-o-Atash park, using the famed Tabiat Bridge. There is also another park to the south of that.
There are many more places to see, but here are few that are close to eachother and easy to access with the Metro.

I really like Flight Manager (paid) for holding my boarding passes. It is clean, convenient, reliable and stays out of my face.
You might consider making a notebook for your trip in an app like Onenote or Evernote with all relevant documents in it. Just so you don't have to fumble through your email inbox at airport/hotel counters.
And of course, there are the standard apps you already know about like Uber/Lyft when public transit isn't available. I used to recommend scooter rentals like Bird/Lime/Spin/Tier until I broke my wrist falling off of one. For Airbnb and Vrbo it's better to just use mobile website imo.

HERE WeGo works well in some places. It was created by Nokia and then sold to a consortium of German car manufacturers (Audi, BMW, Daimler, etc).
There's also OsmAnd+, which you can get for free if you install the open-source apk via F-Droid. When I tried to use it as the main maps app (1-2 years ago), it used to suggest longer routes than Google Maps/Waze. I don't know if it has improved.
I think HERE is a better Google Maps replacement as it has better data and it seems to be more private than Google Maps and Waze. OsmAnd+ is the best from a privacy point of view, but it may not have the best live data or always suggest the fastest route. Both support offline maps, which is useful to save data or when you're in a place without good signal.

I've recently been using HERE WeGo as a replacement for Maps. Still testing it out as I've been extremely comfortable with how Google Maps works, but it's got zero bloat and "just works".
I hate what Google Maps has become, so this is a refreshing change back to what I remember it being like.

Any Android smartwatch can do this. You don't need built-in GPS on the watch, and there's no issue using Bluetooth for both the watch and headphones. I do it on my 5-year-old LG G Watch.
The big question is battery life. Newer versions of Maps and WearOS drain a lot faster, it seems. I'll leave others to set your expectations, since my old watch with its old battery are not so relevant. Even on my old watch I can get in an hour of riding and make it through the rest of the day of "normal" use. 2 hours would probably push it.
I've also been considering getting a Samsung (Tizen OS, not WearOS) watch like the Galaxy Watch Active. It does not support Google Maps, but you can run Here Maps or Gear Navigator

Check that you have enabled location in the device's settings, and that high accuracy mode or "only device" modes are set.
If the problem persists, try installing GPS Status & Toolbox apk and check if you're having GPS locks. If there's no GPS lock then the signal is not strong enough, or you have a problem with your GPS (maybe physical damage or bad drivers in the rom). Either way you can "help" your device downloading a-gps data.
I tried OsmAnd/+ but the POI database and maps for my region are pretty bad. Have you tried Here We Go Maps? It works perfectly on my headunit.
Not what you are looking for but maps added some pokemon garbage a couple years ago and I switched to Here and for my usage it's way better.
Try Here We Go instead. Don't think offline maps on that expire, though it will nag you sometimes that your maps are out of date.
So I looked at other parts of reddit, specifically here, and people are saying that HERE Maps doesn't have offline maps for Japan... the way that we get offline maps for our Navdy updated is to use the free Here WeGO app, use Android Debug Bridge (ADB) mode over USB to pull the files to a computer, and then copy them to the Navdy via USB.
This also matches the Windows 10 Maps app (also uses HERE Maps, like the Navdy), which also does not offer Japan as an option for offline maps...
However, I'm in the United States, and I hear the Japan offline maps are not available in my area because of licensing issues (e.g. the Japanese offline maps are only available in Japan). Can you try to install the Here WeGO android app and see if it offers Japan as a region when you go to offer offline maps? If so, you should be able to download the maps using that app, transfer them to a computer, and then use your computer to update the offline maps on the Navdy.

Here we go navigation is the best app I have found for this. You can download maps for any state or country onto your phone. I keep the USA cached on my phone in case I have no signal. It's made by Nokia and works really well.
You Should Know about HERE WeGo maps, which unlike Google maps lets you download maps by state and even the entire country, and more importantly, the maps do not expire. It's a little weaker for POIs compared to Google, but stellar for actual cartography, which I assume you'll need more if you're that far from locality to not have service.

I use MicroG using the LineageOS MicroG fork.
MicroG is used to spoof Google Play Services. It allows you to use apps that requires Google Play Services & Google Cloud Messaging (push messages). You get to choose which apps is allowed to register for GCM if you want to use GCM. I don't use GCM personally, but I have some apps that use Play Services, MicroG helps spoofs it for me.

If you don't have uninstall update button. You may have 'disable' button. And after you click on it, It will show a pop up about 'uninstall update'.
You can also try inatalling old apk versions of google maps from apkmirror. (Try versions launched in august/september , 2016 ) Choose apk for your android version & CPU. I do it on all of my old phones & installing old compatible apk solves my problem.

Generally with new updates , Google maps lag on old devices. As I said in one reply , I suggest you to downgrade google maps. You can do it using 'disable/uninstall updates button'. Or you can download old apk from apk mirror. There will be 3-4 options. You should install apk for your android version & CPU.
Using old apk solved that lag in all of my old phones. You should try some old apk versions ( probably apk versions launched in early 2016 will work for you.)

GPS does work without internet, so navigating on your own won't be an issue. I've used this app for trips and it works fantastically.

I've found their real-time traffic on par with or better than Google's. It also lets you easily download maps for the whole world or a certain state/country only as you desire. I guess Google added something like that recently but it's based on automagic as far as I could tell and still not as simple.
The walking and especially public transit times I've found especially to be more realistic (pessimistic?) in that I don't have many missed connections but it doesn't leave me with a lot of time waiting for the next bus/train either. Door-to-door traffic time matches real-life experience much better.
It used to be a bit of a CPU hog compared to Google Maps but Google has waaaay overshot them in recent versions. Waze was always a horror show. Sadly there's no excuse for any of them to use the amount of resources they do but whatever.

GPS/location services do not use data, they only give you coordinates of where you are but in order to be useful you need a map to match up with the coordinates. If you'd like to navigate without using data you can use an offline navigation app. I personally use Here WeGo which is available on android and ios.
Have you tried HERE WeGo? Does not need GAPPS and I have the impression, at least here in Europe, that it works better than Google Maps.

Google Maps has full offline support now. Simply open the left menu and tap "Offline Areas". Tap "Custom Area". Then drag and zoom the square over the part of the map you want to save offline. If you can't fit your entire route in the square you'll have to save multiple areas.
Once an Area is saved offline, navigation and searches will be fully functional within that area. If your destination takes you outside your saved areas it won't be able to navigate to it until it has a connection.
If you simply don't like how Offline Maps work in Google Maps, I also recommend checking out Here WeGo(formally known as Nokia Here), as it's completely free and also has Offline Maps and Navigation. It uses the more classic "Download the whole State/Country" method, so if a route takes you through multiple states/countries you have to download each whole state/country. But it's a lot easier to understand and use if space isn't an issue.
HereWeGo also has offline maps and is completely free. Plus it's the whole world, not just 1 country.

The Google experience is too interconnected - they should be broken up just like just Microsoft should have been and was ordered to be in the 90s, and the interconnected experience should be in real competition with third party companies offering plug-ins to fully open APIs. All navigatin apps recalculate the road. If the road is closed by any reason and navigation app doesn't recalculate and redirect you, the first thing to do is to uninstall it and look for better app. You can try using bluetooth speaker when ware the helmet if yiou like so you can hear the instructions. Recently downloaded a offline map app for andriod after it was recommended on a local forum. Only used it 5 times so far. I am not sure if it tracks you route. HERE maps
There's also HERE Maps which is "Made in Germany" and has unlimited free downloads of professionally compiled map data used in car sat-navs for offline usage, plus full turn by turn car and public transport routing with voice guidance.
HERE Maps has public transportation directions for 800+ cities across 50+ countries. I used this when traveling in NYC last summer.

Better than Google maps because you can download the whole country map (any country) while Google maps allows you to download some small area only which means if you are out of that area and you have no line connection - you are lost. As navigation turn by turn, driving or walking, it is much better than Sygic, since is faster in recalculation of position and tells you "Take the exit" or "Turn now" exactly when you have to do so and last but not least - it's free. It's better than Waze, because it has direction for walkers, while Waze is for drivers only.
The only down side of HERE maps (in my opinion) is the lack of professional Sat Nav look but if you need navigation app which will take you where you want - HERE is your app

Highly recommend Here Maps for completely offline navigation. This is great especially if you have space on your phone, as you can download the maps for the whole of USA and Canada or just specific regions.
This one will let you download the whole country, and has speed limits on the navigation.
You can use Here for nav instead of Google maps. Its doesn't need data - download the maps to the phone via wifi. I used Here on a tablet with no problems.
Rather than asking for directions, you can download an app (Here maps - Android - iOS ) and download a full offline searchable map of Morocco to use on your smartphone without using your data.
Otherwise, as others said, Morocco is generally a very safe place, and as long as you avoid sketchy areas and people, you'll be fine.
With the app HERE Maps you can download entire maps and use the GPS in most phones for offline GPS service. You don't need any kind of data for this to work.

I've met a lot of people who give up and throw up their hands when 3G/LTE is not available and they say, "GPS is not working here." which confuses me because GPS should be available anywhere on the surface of the planet. Then I realize that when they say "GPS" they mean "Google Maps app" and they aren't aware that other methods exist.
I'm not suggesting that people buy and carry around those hiking receivers. There are plenty of tools such as Nokia's Here, CoPilot, Osmand, etc. that use your phone's GPS receiver but don't rely on cellular Internet connection that is often least reliable in the places that you want directions.

Most mapping apps, including Google Maps, require an internet connection. For offline navigation, I like Nokia Here Maps best.
My favorite launcher(custom home screen) is the beta of Nova Launcher Prime. It's definitely worth the $4 that it costs.
A good Reddit client is always nice. My favorite is Sync for Reddit for its intuitiveness and large amount of features.

That's not the point, you can't even use a basic feature of the app unless you consent to tracking all the time, and I don't want that.

If someone is looking for an alternative option... the Motorola Defy can be found on ebay for less than $50 (I've seen them for as low as $30) and are waterproof, external microsd, standard microusb plug and swappable batteries.
There are a dozen+ waterproof android options if you have a higher budget. I personally use my old non-waterproof HTC G2 for biking/hiking... It's literally been through the washer and dryer and survived. I mount it on my handlebars and leave it there through rainstorms and overnight. Bonus, it has a built in (real, not network) FM radio.
Nokia Here is the best Android maps for offline use. Totally free too. I'm sure there are others as well.

I don't know about logging for cycling ect. But a great offline GPS app is HERE maps As soon as you set it in offline mode it doesn't use any data at all.
Try Here Maps on Android. It's miles ahead of OsmAND, Mapfactor and all the other offline apps. I ditched them all for Here. You can also use it online for traffic.
